Description:

Development
Analyst" in a large & Complex enterprise level IT Environment. Need to
have Public
Sector Projects

2) have

              A) 10 years of design and/or development experience with .NET, C#,
ASP.NET, Oracle and SQL Server in an n-tier architecture;

              B) 7 years of .Net 4.5 and higher;

              C) 5 years of Visual Studio 2015 or higher.

3) can provide at least 3 verifiable experience from completed and/or
substantially
completed jobs that closely match this request (Filling the client
provided form) + fill
out a skill Matrix

4) Can go through a background check including fingerprinting + Agree
to a Face to
face interview OR a WEB CAM Interview (at your own cost)

5) A Competitive Rate

6) will be available in December 2020 timeframe as it takes a minimum of 3 weeks

This is a fixed fee/hourly based project which is inclusive of travel,
lodging, per
diem expenses and all other costs associated with the completion of
the associated
tasks.

Telecommuting:

Telecommuting will be authorized for this position during the Covid 19
crisis. At
some future date the selected candidate will be required to work in
person at the
Tallahassee Office.





Scope of Work/Job Characteristics

1) Provide IT support for the systems;

2) Assist with batch activity;

3) Provide services for the Multi Language Translation (MLT) framework;

4) Provide design recommendations based on long-term IT organization strategy;

5) Develop enterprise level application and custom integration
solutions including
major enhancements and interfaces, functions, and features;

6) Use a variety of platforms to provide automated systems applications to
customers;

7) Provide expertise regarding the integration of applications across the Dept;

8) Determine specifications, then plans, designs, and develop the most complex
and business critical software solutions, utilizing appropriate
software engineering
processes—either individually or in concert with a project team;

9) Assist in the most difficult support problems;

10) Develop programming and development standards and procedures as well as
programming architectures for code reuse;

11) Have in-depth knowledge of state-of-the-art programming languages and
object-oriented approaches in designing, coding, testing, and
debugging programs;

12) Understand and consistently apply the attributes and processes of current
application development methodologies;

13) Research and maintain knowledge in emerging technologies and possible
application to the Dept;

14) View both internally and externally as a technical expert and
critical technical
resource across multiple disciplines; and

15) Act as an internal consultant, advocate, mentor, and change agent.



MANDATORY SKILLS

Contractor shall possess the professional and technical staff
necessary to perform
the information technology staff augmentation services required by this contract
and the staff shall have sufficient skill and experience to perform the services
assigned to them.



1) Bachelor’s or Master’s degree in Computer Science, Engineering, MIS, or
equivalent with programming experience;

2) 7-10 years of design and/or development experience with .NET, C#, ASP.NET,
Oracle and SQL Server in an n-tier architecture;

3) Strong background in object-oriented development techniques;

4) Database design and development (Oracle/Microsoft SQL Server);

5) SQL tuning;

6) Experience with development source control (Team Foundation Server);

7) Experience as a project leader on multiple IT projects;

8) Experience as an expert/lead technical role. Experience working various
projects/issues of high complexity that require in-depth knowledge
across multiple
technical areas and business segments;

9) Understanding of Software Development Life Cycle and Agile methodologies;

10) Support production deployments; assist with troubleshooting deployment
issues;

11) Assist with branching/merging in support of parallel development
requirements;

12) Setup continuous integration capabilities;

13) Setup builds, transformations and deployment configurations for each
environment;

14) 7 years of .Net 4.5 and higher;

15) 5 years of Visual Studio 2015 or higher;

16) Develop and Maintain TFS such as build/release automation, branching
merging strategies, roles and permissions, custom task creation, TFS-CLI, and
build definitions (VSO/XAML);

17) Participate in the Technical Change Control Board activities which
include code
refactoring, design reviews and ROM estimate for projects and enhancements; and

18) Experience with on-premise, Azure DevOps and DevOps.





The Contractor must complete the Department’s Security Awareness Training
within 30 calendar days of starting, and must pass a Level II Background screen
prior to accessing the CLIENT system.
