Location: Remote during COVID, then onsite in Clearwater, Florida

Nature of Work

This is advanced skilled technical work involved in the development and ongoing maintenance of Client's websites and custom application environment.  An employee in this class is responsible for reviewing and organizing information as well as developing website pages utilizing available web-based technology.  Work involves meeting with departmental staff to plan and develop website and custom application projects.  This individual collects and analyzes data and assists in program planning and development activities.  At this level the employee exercises team leadership and coordinates responsibility with internal staff and external clients and vendors.  Incumbent performs advanced technical and highly specialized assignments including the most complex projects.

Responsibilities

•         Designs, creates, and maintains web pages and custom applications according to CLIENT and external standards; documents the development of web pages and custom applications

•         Meets with department representatives or internal staff to determine job requirements, budget, concept and design of job

•         Works with department representatives or internal staff to identify and resolve issues

•         Works with customers to coordinate the best business processes and practices to automate various forms throughout the organization

•         Determines style and technique best suited to produce the desired effect within budget constraints

•         Maintains and reports project workflows in a project management environment

•         Facilitates and fosters open communication and cooperation within the organization with individuals and with customers groups in a team environment

•         Self-motivates, manages, and performs personal daily activities and multiple major projects under the discipline of defined departmental business processes

•         Performs related work as assigned or required

Required Qualifications

•         BS degree in Computer Science, Engineering or a related subject

•         5 years’ experience programming in Java

•         Proficient with HTML, CSS, Bootstrap, Javascript, TSQL and/or PL/SQL

•         Integration with: Web services, Oracle/SQL Server databases, custom application API using SOAP and/or REST.

•         Knowledge of the principles, best practices, methods, and techniques used in designing and developing modern websites and scalable, enterprise-grade applications

•         Experience in developing web applications using at least one popular web framework (JSF, Wicket, GWT, Spring MVC, Spring Web Services)

•         Knowledge of software development life cycles

•         Ability to work independently

•         Ability to communicate effectively, both verbally and in writing, with peers and others

•         Ability to work in a deadline-driven work environment

•         Ability to implement websites for small and large format output devices such as tablets and smartphones, using Responsive Design
