•    He is looking for someone who identifies the solution.
•    And not someone who just implements the solution after it is identified.

For ex: 
•    Not someone who is an expert at applying software patches to fix issues
•    But the person who actually identified which software patch to apply and how to actually fix the issue.
•    Someone who can be the front runner and advise the team about certificate changes etc.
•    Someone who knows in and out of the system he/she is handling. Knowledge should not be limited to following a set of steps.
