Note : Please reply ONLY if you
1) have all the Required skill set and have worked as a "IT Business
Consultant (SQL/SSRS)" in a large & Complex enterprise level IT
Environment. Preference given to candidate with COTS, Data warehouse
and Case Management System experience.
2) have min 10+ years of SBA Consulting experience.
3) can provide at least 3 verifiable experience from completed and/or
substantially completed jobs that closely match this request (Filling
the client provided form) + fill out a skill Matrix
4) Can go through a background check including fingerprinting + Agree
to a Face to face interview OR a WEB CAM Interview (at your own cost)

6) will be available in Jan 2021 timeframe as it takes a minimum of 3

Each staff member assigned to this project must have a background
screening that is equivalent to a Level Two (2) screening standard.
This is a fixed fee/hourly based project which is inclusive of travel,
lodging, per diem expenses and all other costs associated with the
completion of the associated tasks.
Face to Face Interviews:
If interviews are conducted, candidates that are located outside of the
Tallahassee, Florida, area may be interviewed initially via Skype
video; however, a face-to-face interview at the OIT in Tallahassee,
Florida, may be required prior to final selection of the Respondent for
performance of the services. Due to current concerns related to the
COVID-19 pandemic, the Department will require that social distancing
measures be observed during the face-to-face interview (e.g., six-foot
separation requirements between participants).
Telecommuting:
Telecommuting is not an option for this position.
Purpose
Our Client is requesting Staff Augmentation services to assist with the
execution of professional and technical services tasks for which they
are responsible. Due to high demand for services and insufficient State
resources to support the demand, DTI requires an On-Demand Consulting
Services contract for extra manpower on a long-term basis.
MANDATORY Technical/Business Skill Set Requirements (must be clearly
stated on the resume and verifiable via reference checks)
The Department is seeking a IT Business Consultant professional with
the following minimum qualifications
• Bachelor’s Degree in Computer Science, Information Systems,
Business Administration, or other related field. Or equivalent work
experience.
• 10+ years of IT work experience using various technologies and
functions. Experience documenting technical and business requirement
specifications, especially related to Custom off the Shelf (COTS)
client management systems.
• Acts as the primary IT Business Consultant for all software
application initiatives.
• Works with the MIS manager to determine and distribute assignments.
• Possesses extensive knowledge and expertise in the use of client
information systems, resource management practices and change
management techniques.
• Office Tools: Proficient in Excel, PowerPoint, Visio, and Word,
Power BI, working knowledge of Microsoft SharePoint.
• Ability to extract, analyze, compile and present data to leadership
in a clear, precise and accurate manner.
• Understands complex Web-based computer applications and has the
ability to guide programming staff through projects.
• Ability to document business and technical requirements and
processes that can be understood and used by other technical staff.
• Excellent at time management, estimating level of effort, and
meeting or exceeding deadlines.
• Strong work ethic and sense of urgency for completing assignments.
• Adaptability and Flexibility: Ability to self-learn/learn tools of
trade and adapt to different environments with little or no guidance.
• Must have outstanding verbal and written communication skills.
• Must demonstrate ability to successfully translate business
language into technical specifications and present them to
non-technical staff using terminology they can understand and relate
to.
• Team Player – Willing and able to mentor other technical staff
and share knowledge.
Preferred Qualifications & Skills:
• Analyzes requirements for, designing and building multi-dimensional
Online Analytical Processing (OLAP) cubes for reporting using Microsoft
SQL Server Integration Services (SSIS).
• Experience working in Data warehuse Environment
• Experience working with Case Management System
• Experience working in state government
Responsibilities/Deliverables for Incumbent:
The IT Business Consultant will be responsible for overall management
of all IT application related projects to include:
1. Understanding business and customer requirements that drive the
analysis and design of technical solutions.
2. Responsible for Technical subject matter expert in the application
design, development and implementation of enhancements to the existing
Case Management System.
3. Responsible for Deploying reports to SharePoint Server using MS
Reporting Services
4. Coordinating, status reporting and stability of project oriented
work efforts.
5. Acts as a business relationship manager responsible for the
collection, analysis, review, documentation and communication of
business needs and requirements to the IT organization.
6. Interacting with Quality Assurance team for preparing test scripts,
and conducting tests for the developed objects / processes.
7. Reviews system release documentation, presents necessary or critical
updates to the Bureau of Client Services, and plans forworks with IT
unit to test upgrades and implement updates multiple times per year.
8. Creates and executes unit test plans and test cases. Assists the
client with acceptance testing prior to Production implementation.
9. Ensuring compliance to standards through code walkthroughs and
metadata reports.
10. Understanding and following source code promotion processes.
11. Documenting all project related material and building a knowledge
base in each specific business area.
The incumbent submits deliverables to the Department's Contract Manager
or his/her designee for review and approval.
