JOB DETAIL

  • Works closely with DOE PM in setting realistic goals and Project Timelines with all System’s team members.
  • Meets regularly with Business Stakeholders to capture all requirements.
  • Participates in Daily Scrum as Product Owner/SME.
  • Creates all required documentation including: Business Requirements Documents, Use Cases, Data Dictionaries, Business Process Diagrams, Business Rules and Logic.
  • Produces and presents project plans, schedules, project burn down charts and reports to demonstrate alignment with DECE’s goals.
  • Technologies : Azure SQL Database or MS SQL Server, Azure DevOps or similar, MS Office, MS Project, MS ACCESS, Visio, Lucid Charts or something similar

 

Position will support the following Project(s):

Project Description: EARLY CHILDHOOD EDUCATION ONLINE AZURE SYSTEM. There are 6 mini projects running simultaneously with a group of 3 full time consultants and 1 part time consultant. They are described as Workstreams where A-C are similar stages and D-F differ slightly.

1.         Workstream A - ACCIS To ATS Upgrade

2.         Workstream B - Borough Engagement Portal V2

3.         Workstream C - Site Summary Portal Desktop/Mobile:

a. Complete Code Development & Testing

1) Requirements Management and Design

a) Decompose business requirements into functional and system requirements.

b) Decompose existing systems to define functional and data requirements

c) Collaborate with DIIT Project Managers and Developers and with HRA Technical team to solicit best methods for data transmission between departments.

d) Validate proposed solutions, meet project objectives, and solve underlying business problems

e) Work closely with .NETdevelopers in design, development, deployments and testing

f) Design and implement solutions in Azure Cloud Infrastructure

g) Track progress of overall project plan, raise and resolve issues, set project deadlines, and mitigate project risks.

 

2) Software Development and Testing

a) Create and manage Azure Resources and CI/CD pipelines

b) Backend (Azure SQL DB) architecture, design and development

c) Design and develop ETL flows using Azure Data Factory

d) Complete Unit Testing in Dev Environment

e) Promote Code to QA Environment

f) Functional Testing

g) Integration Testing

h) Coordinate User Acceptance Testing

i) Promote Code to Production

 

 

4. Workstream D - Outreach Data Warehouse and Fuzzy Logic matching re-write

a. Complete Code Development & Testing

1) Migration Plan and Architecure

a) Create Migration Plan to migrate Outreach Data Warehouse and Fuzzy Logic Matching engine to Azure SQL Server/Azure Data Factory/SSIS

b) Create future state Outreach Data Warehouse and Fuzzy Logic Matching engine Architecture

c) Geo-code household addresses using NYC DCP Geo Coding APIs

d) Collaborate with Outreach Team, SCRIBE and MS Dynamics developers and Business Users for software requirements and implementation

e) Validate proposed solutions, meet project objectives, and solve underlying business problems

f) Track progress of overall project plan, raise and resolve issues, set project deadlines, and mitigate project risks

 

2) Software Development and Testing

a) Backend (Azure SQL DB) architecture, design and development

b) Convert existing Informatica workflows to Azure Data Factory/SSIS ETL pipelines/packages

c) Lift and shift existing Fuzzy Matching engine developed in SSIS and MDS to Azure SQL Server with MDS

d) Complete Unit Testing in Dev Environment

 e) Promote Code to QA Environment and Testing

f) Conduct Integration Tests with SCRIBE and MS Dynamics development teams

g) Promote Code to Production and Validation

 

3) Cutover Strategy

a) Implement cutover strategy from DoITT DWH Infrasturcture to DECE Azure Infrastructure

b) Run the current state and future state implementations in parallel for 30 days and verify the data outcomes to make sure future state implementation is ready for production use

 

5. Workstream E - Enrollement Pipeline Rewrite a. Complete Code Development & Testing

1) Requirements Management

a) Decompose business requirements into functional and reporting system requirements.

b) Decompose existing systems to define functional requirements

c) Collaborate with DECE Data Team and Business Users for software requirements

d) Propose a best reporting tool to replace SAS Excel Reports

e) Validate proposed solutions, meet project objectives, and solve underlying business problems

f) Track progress of overall project plan, raise and resolve issues, set project deadlines, and mitigate project risks

 

2) Software Development and Testing

a) Create and manage Azure Resources and CI/CD pipelines

b) Backend (Azure SQL DB) architecture, design and development

c) Design and develop ETL flows using Azure Data Factory

d) Replace SAS matching engine with SSIS and MDS matching engine

e) Replace SAS excel reports with proposed reporting tool

f) Complete Unit Testing in Dev Environment

g) Promote Code to QA Environment

h) Functional Testing

i) Coordinate User Acceptance Testing

j) Promote code to production

 

6. Workstream F - New Provider Portal a. Complete Code Development & Testing

1) Requirements Management
