Position Overview

The Executive Office of Education has implemented standard data collection formats and processes for school districts across the Commonwealth.
The Schools Interoperability Framework (SIF) is the standard format that all districts utilize to report student, course, personnel and discipline information to the state.
The goals of our program are to (1) increase the quality and  availability of  data (2) reduce the amount of redundant work performed by districts to manipulate data for each collection and (3) establish a framework to support the future direction and needs of the Commonwealth which include real-time collection and sharing of information.

EOE is seeking a Oracle Database Developer to improve the ability for the 434 districts to successfully certify data collections via SIF by providing improved backend database processes and platform.
The candidate will work with the current database applications, its maintenance and performance improvement at multiple levels.
The candidate will collaborate mainly with SIF team members on a day to day basis and with other EOE IT teams if need occurs.

Reporting in person:

While Covid 19 related workplace restrictions are in place, the selected Resource may be allowed to telecommute on a temporary basis.
If Covid 19 restrictions are lifted during the term of the engagement, the Resource will be required to report in person to the EOE office in [city/town] Massachusetts for work.
Candidates that cannot foreseeably report in person to the EOE office will not be considered.

 

DUTIES AND RESPONSIBILITIES

1.         Analyze the business requirements and technical specifications to deliver, maintain and troubleshoot the database codes, create and manage database ETL processes for data reporting and analytics.
2.         Develop the necessary database code and code fixes required to support the applications that process the data submitted by the districts and deploy the code to production system once verified successfully in lower environments.
3.         Design, develop and maintain system architecture, database objects, packages, processes and functions as required for implementation of new applications using Oracle PL/SQL.
4.         Implement the required application upgrades and security patches as and when required.
5.         Perform standard DBA tasks such as creation/modification of Tables/Views/Synonyms/MV/Indexes, etc.
6.         Maintain legacy batch jobs and handle data extract requests from various external stakeholders.
7.         Create new Oracle packages to automate the incremental load of business data from legacy system to Oracle tables.
8.         Analyze database for performance, fine-tuned queries/procedures/packages whenever necessary to optimize the performance of applications.
9.         Test applications and databases for performance issues. Fine-tune the code/data logic; whenever necessary to optimize the application performance.
10.       Track, analyze, troubleshoot and monitor production support requests and issues. Perform technical analysis of logic and databases to figure out the root causes for these production issues.
11.       Evaluate current business processes and provide innovative solutions to improve them through automation.
12.       Analyze the current technology landscape to identify latest trends to implement process improvement, better application security and reliability.
13.       Develop technical documentation such as interface design documents, database design documents, technical POCs and other related artifacts as required for various phases of SDLC.
14.       Document issues and identify patterns in issues for escalation to the Project Manager.
15.       Work with SIF team and others as necessary to troubleshoot errors, escalate issues and provide support services.

Required Qualifications

1.         Databases: Oracle, SQL Server, MySQL, MS ACCESS
2.         Languages: Strong Oracle PL/SQL
3.         Tools: SQL Developer
4.         Must be a self-starter with good oral and written communication skills, who works well as part of a team. Must be flexible with the work hours.
5.         Strong attention to detail and complex problem solving capabilities.
6.         Strive to continuously build knowledge and skill, and share expertise with others. Must have strong desire to learn and ability to acquire a solid understanding of current and future application architecture and business rules.
7.         Ability to multi-task in a fast paced environment and juggle between multiple issues. Knowledge of business system development, management, administration, and problem resolution.
