Level II- Between four (4) and seven (7) years of experience as a Business Analyst

More than 4 years' experience in Organizational

Change Management activities related to implementation of a state human service eligibility system, including working and communicate with districts, assisting/creating communication plans, and supporting training activities

Between four (4) and seven (7of experience

identifying, documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, and case management of SNAP, HEAP, PA, & Child Care.

Desirable Qualifications:

1. At least 4 years implementing change for "external stakeholders".
2. Examples include: County, state, federal entities that are not designated as a sponsor of the project.
3. At least 4 years’ experience working on an OCM project in the human service domain that is federally funded, aligning to federal requirements prior to implementation. Examples include: testing, deployment, and pilot requirements and federal program specific requirements
4. At least 4 years working on IT driven OCM projects, utilizing industry change management lifecycle methodologies and standards
5. At least 4 years’ experience providing OCM
6. services (stakeholder alignment, communications, change impact analysis) on a systems implementation in the public sector
7. OCM certification (i.e. PROSCI)
