To be successful, this BA needs to understand Credit Card transactions at an enterprise level and also have some experience with systems which produce ad-hoc and MRC bills. The projects are already underway, the activities supported will be requirements verification, refinement, gathering new requirements for a new project phase and/or re-work, and also supporting the coordination of User Acceptance Testing.

Experience in the public sector, at the municipal/county level is helpful but not required.

Reporting to a Technical Resource Manager and working with direction from a Project Managers, the BA will be analyzing current business processes, along with documentation from the ECS and Billing vendors, to identify, document, and propose recommendations to resolve process and system (and integration) anomalies. The BA will work closely with the Department of Finance (DoF), to ensure current and future processes and integrations/process handoffs are known, documented, and ready for support well-orchestrated go-live activities. The BA must also be comfortable and experienced working with multiple levels in our organization (senior management to end-users) to ensure project objectives and scope are maintained and achieved.  

Expected Responsibilities:

·        The BA will be a key liaison between DoF, TS, and the vendors (the core team).

·        Partner with DoF, TS, and the PMSR vendor to understand known and needed (as is/to be) processes, system and integration requirements 

·        Facilitate the core team understanding and requirements for systems, integrations, and functionality

·        Create functional process analysis documentation which identifies and recommends resolution of any process/system/integration-related gaps.

·        Lead Data mapping and migration requirements efforts to migrate data from the old system to the new systems

o   Identify integrations/handoffs and verify accuracy for what happens today (as-is)

o   Identify/map new integrations/handoffs, documenting how integrations will work after go-live (to-be)

  • Identify and ensure process/integration deltas are resolved
  • Make suggestions for any as-is or to-be processes which are lacking and/or present a risk and help mitigate them, before they become an issue
  • Support the Project Manager with receiving signoff on project documents.
  • May work with the QA team to support system testing
  • May provide go-live support and immediate post-production support activities as needed
  • Follow TS best practices, including: documentation, project, and change management processes

Qualifications:

Minimum three years of current, professional experience analyzing and improving applications which should include at least two years of experience performing lead-level work for multi-sized projects, including:

  • Managing process analysis and improvement activities which impact multiple teams/departments
  • Identifying, recommending, and delivering recommendations which improve enterprise-wide systems
  • Performing technical process evaluation, analysis, along with recommending fixes
  • Creating process and system diagrams for current and future system and process documentation
  • Delivering documentation converted for training or making course materials for end users
  • Creating process handoff and system integration diagrams for all related systems
  • Excellent team collaboration, delivering results with peers, customers, and vendors
  • Help technical and non-technical team members understand how/why process handoffs impact requirements, systems, and integrations between systems 
  • Helpful but not required:
    • Experience with Municipal government IT systems
    • Experience with Citybase ECS or Zuora Billing solutions is a bonus

 

Employment Location: The primary work location is in the Analyst’s home. Upon request of TS Managers and/or DoF, the analyst may need to report to the Wellington Webb Municipal Building at 201 West Colfax Avenue in Denver, CO. The BA may also need to work with CCD team members at various building locations.
