JOB DETAIL

  • Work with product and program management to identify key business issues and recommend innovative solutions, monitoring for trends.
  • Act as an internal consultant providing guidance on more complex projects and planning resources to meet project deadlines.
  • In conjunction with business leadership and IT, develop project pipeline, including initiative business case development. 
  • Manage gathering and documenting of business requirements and functional specifications; direct efforts to accomplish specific project goals and improve results.
  • Work with the business to analyze the cost and expected benefit of proposed initiatives, evaluate the cost/benefit against other proposals and prioritize work accordingly.
  • Manage assigned team including hiring, coaching/mentoring, supporting professional development, and providing appropriate and timely performance feedback to staff, both informally and during formal review processes.
  • As part of this role, you may be assigned internal controls derived from Premera’s internal controls framework. You will be accountable for understanding the controls assigned to you, their impacts on Premera, and to ensure that they are operating effectively.
  • Ensure the delivered systems and processes meet business and release schedule requirements as specified.
  • Help develop standards, conventions and practices and ensure they are followed using quality reviews and walkthroughs.
  • Partner with Vendor Management as needed to review external vendor solutions and partnerships.
  • Lead the analysis, design and testing of system functionality based on business requirements, as well as factor current business operations and future business objectives into design.
  • Walk through design with IT and business staff to validate solutions against business requirements and business and technical architecture.
  • Map refine, and design current business processes to provide a foundation for defining business activities and improving business processes in collaboration with business architecture.
  • Oversight of department budget and project budgets.

  • Perform other duties as assigned.
     

Minimum Qualifications:

·         10+) years of work experience which includes a combination of:

  • IT business analyst experience.
  • Managing people and teams
  • Project and/or program management.
     

Preferred Qualifications:

  • Experience/knowledge of Agile practices.
  • Experience/knowledge of business and technical architecture.
     

Knowledge, Skills and Abilities:

  • Demonstrated ability to conduct and interpret quantitative/qualitative analysis.
  • Excellent analytical and research skills.
  • Proficiency with Microsoft Office Products.
  • Proven ability to effectively handle multiple tasks in various stages of completion.
  • Ability to work well under pressure and meet timelines.
  • Demonstrated organizational skills and attention to detail.
  • Excellent problem definition, problem solving and technical writing skills.
  • Excellent written and verbal communication skills and ability to deal with management at all levels.
  • Ability to lead work teams, work independently, and work as a member of a team.
  • Significant experience in developing project budgets and defining project ROI.
  • Significant experience in application development, analysis and technical writing.
