The project manager will be a key contributor to the
Financial Management workstream that is a part of the overall Integrated
Eligibility System (IES) program.
The project manager will describe, detail, and explain the project
manager’s experience in implementing policies and procedures related to SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Adoption programs.
The project manager will assist with creation of documentation and process flows that describe and illustrate the current delivery of financial
management services via systems and business processes that support SNAP, HEAP, Public Assistance, Medicaid, Child Support, Child Care, and/or Adoption programs.
The project manager may engage with social services districts and state
agencies to gather and present information as well as communicate with
district staff, state staff, and program leadership.
The project manager will assist with the definition and process flows for
future delivery of financial management services via systems and business processes. This may include defining business requirements, assisting with design activities, delivering system demonstrations, participating in user acceptance testing (UAT), and assisting with training, and contributing to organizational change management (OCM) activities.
Level III- More than seven (7) years of experience working on complex projects with 2 or more years in a leadership role as a Business Analyst
More than seven (7) years of client focused business and requirements analysis experience and documentation including: Managing a team of BAs, Conducting and leading requirements gathering sessions, analyzing requirements gathered, Identifying, documenting, and validating system requirements for continuous integration and deployment, preparing proposals for best fit technology based on requirements elicited
More than seven (7) years of experience working on enterprise level software development projects with an active role working with internal and external project stakeholders (SMEs, Users, Technicians, Quality Analysts etc.)
Desired Qualifications:
More than seven (7) years of experience identifying,
documenting and validating system requirements across multiple agencies, with a focus on the Human Service domain including eligibility, enrollment, and case
management of SNAP, HEAP, PA, & Child Care.
More than seven (7) years of
experience identifying, documenting and validating system requirements on
a mainframe modernization project covering multiple complex functional domains
including analyzing, extracting, transforming, and documenting
legacy systems' functionality, system logic, and business rules.
More than seven (7) years of experience conducting
business process analysis and optimization in a
technology environment, while documenting the As-Is and proposing
To-Be web based, client facing applications.
More than seven (7) years of
creating requirements documentation such as: Use cases, Screen
prototypes, Specifications, and adhering to pre-established templates and
utilizing a requirements management tool similar to Blueprint.
More than seven (7) years of experience facilitating meetings, workgroups, etc.
