This Mobile Specialist will be operating in the role of a SOA Architect/Developer.  The SOA Architect/Developer participates in project planning and in the creation and review of technical deliverables.  This assignment will be at 37.5 hours per week.  The agency intends to extend the position into the new fiscal year.

Specifically, this role is responsible for working with the Enterprise Architect and the technical team to define architectural solutions and ensure the solution is efficiently designed and implemented.  This individual will also be responsible for middleware development for assigned projects and must possess strong software engineering skills and a strong development background to build Web services.  This position will be responsible for building the SOA web services, leveraging OWSM security, CEP, UDDI, Oracle Identity Manager (LDAP) frameworks. The candidate is asked to perform tasks such as design, develop Java / J2EE applications and services, execute test plans, co-ordinate, implement and deploy software in multiple environments. 

The SOA Architect/Developer brings 10+ years of proven experience from related businesses or organizations as well as system integration and technology experience. They consult with the client to define needs or problems, conduct research, perform studies and surveys to obtain data, and analyze problems to advise and make recommendations on business and technical solutions based on hands-on experience solving similar business problems. They can utilize knowledge of theory, principles, or technology of specific discipline or field of specialization.

The SOA Architect/Developer in this role will be responsible for the creation of architecture and software design documents in coordination with the Tech Leads and other Architects from other impacted teams.   They will be involved in recommending architecture guidelines, documenting architectural decisions and working with the Enterprise Architects to ensure proposed designs are compliant with the CEDC architecture direction. They will also be responsible for ensuring that the architecture is documented and reviewed for proposed projects within the CEDC.

Minimum Qualifications:

•             Over 5 years of extensive development experience in a SOA environment

•             Over 5 years of Hands-on experience implementing SOA/OSB

•             5+ years of deep understanding of SOA, OSB, API

•             5 years of experience in complex SOA / integration projects, specifically in Service Bus, Mediator, BPEL, WSDL, SOA delivery

•             Proficiency in application tools/languages such as: OSB, Oracle SOA 11g, JDeveloper, Eclipse/OEPE, SOAP, SOAPUI, BPEL, XML, XSD, UDDI, XSLT, REST/JSON, JMS, Unit testing frameworks

•             3+ yrs of strong experience in implementing J2EE Design Patterns for module designs

•             5+ yrs of experience in Business Process and Rules engines such as jBPM and DROOLS.  Must know how to configure and administrate.

•             7+ yrs of experience in building complex enterprise applications using JAVA / J2EE technologies

•             5+ yrs of experience in design, development, testing and deployment of SOA Suite and OSB/ESB based applications for Oracle SOA product suite

•             5+ yrs of experience in BPEL orchestration and using Mediator, Adapters, Workflow and human task

•             5+ yrs of experience in using OER & OSR or any other Repository

•             5+ yrs of experience in developing SOAP (JAX-WS) and RESTful (JAX-RS) Web Services using Spring Web Service, Apache CXF, JERSEY and AXIS

•             5+ yrs of experience in using JMS (QUEUE and TOPICs) for building messaging related solutions using MDBs

•             5+ yrs  of Java programming in XML using JAXB, SAX and DOM

•             5+ yrs of experience with IDEs like Eclipse, JDeveloper, Spring Suite etc.

•             Hands on experience providing solution and implementation architecture
