Here are the details:-
SMQ 1: At least three (3) years within the last ten (10) years of FTE configuration experience on two (2) completed Salesforce SC&HC implementations. The configuration experience shall include configuring applications and reports; setting up users, roles, and profiles; and assisting in the execution of user acceptance testing.
SMQ 2: Possess the following current certifications:
Salesforce Administrator; and Salesforce Service Cloud Consultant.

They have rejected about 4 or 5 people that we have put forward. I think the key is that they don’t want a developer as such.  They don’t want someone who is going to jump to lightning development.
They really want an very broad skilled Salesforce admin that has implemented a broad range of functionality in service cloud
They should be conversant in all the service cloud functionality like email to case  and should also understand anciliarry stuff like using data loader to move users in and out of the system and how to build reports and dashboards.
