Minimum Qualifications

  • Seven (7) years of experience in Program/Project management role(s).

  • Four (4) years of experience as a Senior Project Manager.

  • Three (3) years of project management experience with full product lifecycle.

  • One (1) year of combined experience with gathering and documenting business requirements.

Desired Skills

  • PMP certification through PMI.

  • Experience as a Project Manager for multi-year enterprise category project(s).

  • Experience working in a government or non-profit environment.

  • Experience working with business stakeholders within a cross-functional matrix environment.

  • At least an intermediate level of proficiency with MS Project, Excel, Visio, PowerPoint, and SharePoint with experience presenting to stakeholders and/or Senior Leadership.

  • Experience managing software development project(s) using the Agile Methodology.

  • At least an intermediate level of proficiency with Jira and MS Teams.

  • Experience with creating procurement documents and contract initiation and management.

  • Experience with custom developed systems, COTS, and SaaS solutions.

The Minnesota Department of Information Technology Services (MNIT) and the Minnesota Department of Health (MDH) are seeking one (1) full-time staff augmentation resource to perform the role of a Project Manager for the Office of Medical Cannabis (OMC) Registry System replacement project and the OMC Seed to Sale system project.

OMC is part of MDH and was formed in 2014 with the enactment of new medical cannabis legislation. OMC’s responsibilities include administration/supervision of a registry system that maintains data for patients, health care providers, parents/legal guardians, spouses, and caregivers – as well as data for manufacturers’ pharmacy staff and product information. The OMC Registry System provides functionality for patient enrollment, collection of patient user fees and patient payments for medical cannabis prescriptions, completion of related payments to MDH and to Medical Cannabis manufacturers, receipt of patient electronic health records and storage of patient/provider data, receipt and storage of data on manufacturers/dispensaries and medical cannabis distributions, and provision of data for research on the efficacy of medical cannabis prescriptions as a health benefit. The current OMC Registry System was custom developed and implemented in 2015.

The OMC Registry System is currently in the process of being replaced with a new vendor hosted / SaaS solution. The overall project goals include successfully implementing the contracted scope on time and on budget, increasing operational efficiencies and empowering users to be more productive, improving accessibility and responsiveness to external and internal customer needs, and overcoming current challenges and meeting future goals. The replacement project is currently in the ‘Initiate and Plan’ phase with the vendor.  The next phase will be the ‘Assess and Define’ phase. Terms and scope for the implementation phase(s) will be determined and agreed upon with the vendor after completion of those phases. The State is seeking a Project Manager to drive the OMC Registry System replacement project to completion, working closely with the business stakeholders, MNIT, and the vendor.

Additionally, recent legislation has passed for the implementation of a State centralized seed to sale software system to track and trace cannabis plants, medicine inventory, and inspections. The Project Manager being sought in this engagement will also work on the procurement and potentially the implementation of such a system.

Work will initially be performed off-site / remotely.  As COVID-19 pandemic conditions warrant, the resource may be expected to work on-site. The primary location for on-site work would be the Orville Freeman Building, 625 Robert Street North, St. Paul, MN 55155. A secondary location for on-site work would be the Golden Rule Building, 85 E 7th Place, St. Paul, MN 55101.

Mode of Interview

The State will conduct interviews via Microsoft Teams. The State reserves the right to remove a resource from consideration if the resource is unavailable for interview as requested by the State.
