MANDATORY SKILLS/EXPERIENCE:

  • BA/BS Degree or equivalent, in a technology related field or other degree preferred.
  • 8-10 years of experience in specifying, analyzing and documenting requirements for mission critical business applications in a web/client-server environment.
  • Excellent verbal and written communication skills and the ability to interact professionally and confidently with a diverse group, executives, managers, and subject matter experts.
  • Strong analytical, decision-making and problem-solving skills to interpret customer business needs and translate them into application and operational requirements.
  • Strong facilitation skills and proven experience at driving consensus across multiple stakeholders.
  • Good presentation and leadership skills.
  • Must be flexible and willing to undertake a wide variety of challenging tasks.
  • Process-driven analysis skills and a background in various requirements elicitation methods.
  • Proficiency with Waterfall, RUP and Agile SDLC processes.
  • Team player who can establish excellent working relationships with peers and other teams.

DESIRABLE SKILLS/EXPERIENCE:

  • Mid-level business analysis certifications and/or training in business process analysis for IT projects.
  • Requirement analysis and business process re-engineering expertise with large asset/workflow management systems.
  • Exposure to GIS-based information technology projects.
  • Working knowledge of HTML, SQL, and database design.
  • Experience with web-based applications, database query tools, and Microsoft Office products.
  • Working experience with legacy integration and system improvement projects.
  • Prior experience in federal/state/local government projects.

SCOPE OF SERVICES:

Business Analyst will identify and document requirement specifications and work closely with business units and IT&T development teams for the design, development and implementation of system. The new web-based, workflow-enabled asset management and lifecycle tracking system will integrate field inspections, work order processing, contract management and invoicing for design and installation and will replace a number of legacy systems.

The consultant will provide strong business analysis and requirement management including, but not limited to, hands-on expertise in moderate-to-large information technology project implementations, web-based systems and data integration/exchange initiatives. The collection of business processes, functional/non-functional requirements, functional/acceptance/regression testing and application support fall within the scope of this assignment.
