JOB DETAIL

Department of Health and Mental Hygiene (DOHMH) uses various systems for disease surveillance, and the COVID response has put a large strain on epidemiologist teams. In order to streamline operations and make workflows more efficient, enhancements to the surveillance systems are needed to support the response to COVID-19 and future pandemics. These include: Electronic Disease Reporting Infrastructure (EDRI,) Electronic Clinical Reporting System (ECLRS,) Secure Informatics Management Platform (SIMPL) and Universal Public Health Network (UPHN.) These are all integral components of the disease surveillance technical eco-system and will ensure that all COVID-19 providers and laboratory reports are appropriately processed, cleaned, matched, and integrated with our outbreak management systems. These systems integrate with the City-wide Immunization Registry as well as with the Public Health Laboratory data warehouse.

 

Summary of Position:

DOHMH has an opening for one (1) Disease Surveillance Project Manager.

This individual will manage various and integrated disease surveillance systems, which are crucial and vital tools through DOHMH receives provider and electronic case reports, laboratory, and syndromic data to support COVID-19/pandemic preparedness and response.

 

Specifically, the Disease Surveillance Project Manager will:

  • Manage disease surveillance project initiatives to meet all quality standards, as well as be on-time and on-budget. Use project management experience, technical experience and sound judgment, to plan and accomplish goals.
  • Oversee the Business Analysis process. Conduct Joint Application Development (JAD) sessions or workshops with business users to elicit information regarding their need and requirements for enhancements and integration projects. Develop functional requirement documents for small and medium initiatives.
  • Develop a project schedule, a rollout plan and oversee deployment into production, including developing a support plan.
  • Be responsible for the execution of the project and/or enhancements from start to finish.
  • Triage issues and manage production support.
  • Assure proper articulation and reporting of project status to stakeholders and executive management and conduct status meetings.

Qualifications and Requirements:

  • At least 5 years’ experience as a Project Manager with experience in waterfall project management.
  • Experience with stakeholder engagement and project management.
  • Excellent communication (verbal & written) and interpersonal skills.
  • Strong analytical skills and ability to manage and report complex information.
  • Experience with data collection, analysis and interpretation. Experience with writing and running queries in SQL.
  • Desire to grow professionally, develop new skills and willingness to work outside of comfort zone.
  • Experience working with the public health sector and coordinating projects involving multiple stakeholders.
  • Ability to prioritize and work in fast-paced environment with hard deadlines.
  • Fluency in Microsoft Word, Excel, Outlook, Visio and PowerPoint.
  • Knowledge of .NET applications, Rhapsody, SQL Server, IBM Message Broker, XML and HL7 is required.

Additional Information:

  • This is a temporary grant-funded position ending June 30, 2023.
  • Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties.
  • This individual will be expected to work non-business hours during emergencies.
