JOB DETAIL

The Shared Services Transformation Office is looking for a motivated Project Manager 4 with excellent communication, interpersonal and leadership skills that are required to manage and execute priority technology projects for the commonwealth.

Complete Description:

The individual will be primarily responsible for managing various foundational component projects and portfolio, and will monitor the projects, provide status reports, assist in mitigating issues and risks, and communicate on a regular basis with executive management and technical team members throughout the anticipated engagement. 

7-9 years of experience with managing project activities amongst multiple projects and workgroup leads, various stakeholders, and other contributing factors is key.  With many complex moving components, the individual must possess experience with integrating ongoing child projects into one comprehensive project view and manage such. 

Description of Duties:

  • Create and establish a work-breakdown structure (WBS) that integrates tasks and activities from multiple projects, sources, and team members into one comprehensive WBS.
  • Keep stakeholders informed on projects by creating dashboards and providing regular reports to executive leadership as to the status of assigned project(s).
  • Interact and coordinate with project leaders and business partners in establishing, integrating, and maintaining project direction, resolving issues, managing stakeholder expectations, and obtaining project objectives.
  • Relationship building with key project stakeholders and team members to ascertain, align, and achieve goals and to ensure lines of communication are clear, accurate, and timely.
  • Identify and document accomplishments; performance, and outcome data; and lessons learned for assigned project initiatives.
  • Develop project governance artifacts outlining roles and responsibilities, project structure, escalation paths, and ensure project decisions are made within the designated authority as defined to minimize project risk (personnel, cost, timeframe, policy, scope and quality) supported by sound analysis and application of project management tools (i.e., Change Management, risks/issues management, etc.) and project management best practices.
  • Ensure IT capital investments are sound business and technical decisions that will yield the best possible results for the Commonwealth by creating and analyzing project related documents such as charters, business cases, risks, and applying working knowledge of the multiple moving components.
  • Ensure assigned projects are being managed following project management best practices.
  • Identify, manage, and track project risks and issues, and develop risk mitigation approach, direct risk-impact assessments and invoke change control process as required to effectively deal with issues and make recommendations to ensure that the project stays on course and achieve the expected outcomes.
  • Monitor project milestones and phases and take corrective action as needed.
  • Track costs against projected spending plans; direct risk-impact assessments and invoke change control process as required.
  • Manage and track project progress against the project plan; direct risk-impact assessments and invoke change control process as required.
  • Develop outcome measures and monitoring the progress towards those outcomes.
  • Coordinate project schedules across multiple stakeholders and coordinate the communications of multiple project and team members for their schedules.
  • Balance workload and project assignments with participating team member’s capacity.
  • Resolve conflicts with diplomacy and sensitivity in a timely manner.
  • Provide routine updates of critical matters related to assigned projects.
  • Prepares supporting materials with a focus on quality assurance and control, ensuring material is of the upmost professional quality and content that is consumable by executive audience.
  • Participates in status and progress reporting meetings, as required.
  • Completes mandatory commonwealth training, where applicable.
  • Ensures compliance with IT policies and management directives.
  • Performs other related work as assigned.
