JOB DETAIL

The Project Manager is an Information Technology (IT) position and will lead the effort to implement an application workflow process for the Health Care Regulation (HCR) Architectural Review Unit, in the existing Regulatory Services Salesforce platform, as well as tying into existing functionality with Texas.gov to receive payments.

The worker will be responsible for managing the initiative as an agile project using scrum. The project will involve an internal business unit and a few external organizations; good communication and organizational skills are critical for the success of the project.  The worker must be skilled with risk management and mitigation to balance requirements, scope, and issues while delivering a successful project.  The worker will need to possess good mediation skills for dealing with business units with conflicting requirements.  The worker must demonstrate past successful projects where the worker guided and a team through a similar project.

 

The workers responsibilities and skills must include:

• Project manage multiple implementations

• Responsible for high utilization and customer satisfaction

• Build project plans and trackers

• Prepare and use management deliverable tools (Project Plan, Change Request, Lists, etc.) to conduct the project

• Perform weekly customer status meetings

• Maintain regular contact with clients

• Maintain control of the project schedule, budget and scope

• Ensure project plans and work products are based on approved requirements

• Track project issues and work with the appropriate parties for resolution

• Track status of deliverables, decisions and project change requests

 

WORKER SKILLS AND QUALIFICATIONS (Required)

Minimum (Required)

Years Skills/Experience

4 Project Management Professional (PMP) certification

4 Experience with general IT SDLC processes.

5 Strong presentation skills

5 Skilled in working on agile projects utilizing scrum

5 Skilled in facilitating meetings (daily scrum, sprint planning, sprint demo and retrospective)

5 Skilled in managing risks and issues.

5 Skilled in conflict resolution and removing team impediments

5 Skilled in coaching agile practices to team member and business unit stakeholders.

5 Possess strong verbal and written skills in communicating with peers and different levels of users including executive staff.

5 Skilled in agile estimating, planning and forecasting

5 Skilled in creating communication channels between the team, product owner and stakeholder.

4 Experience in establishing and using a sprint backlog for planning and scope management.

4 Experience in sprint planning and monitoring using Jira, MS Azure DevOps or similar tool to track tasks and schedules.

4 Experience using MS Project to build project schedules including tracking deliverables and dependencies.

 

Preferred (Optional)

Years Skills/Experience

1 Experience with Health and Human Services.

1 Experience with Long-Term Care regulatory systems.

1 Scrum alliance certified scrum master or PMI agile certification (PMI-ACP).

1 Experience with Salesforce applications
