Responsible for managing the conversion activities from a legacy system (VSAM and SQL) to a new cloud-based solution using SQL; overseeing the development of a legacy data dictionary; mapping the legacy data to the new solution, developing extracts, etc.

The Department of Employee Services (DOES) Office of Information Technology (OIT) is seeking a qualified a Data Architect Master Data Expert. This position is responsible for managing the conversion activities from a legacy system (VSAM and SQL) to a new cloud-based solution using SQL. This will entail overseeing the development of a legacy data dictionary, mapping the legacy data to the new solution, and developing extracts and procedures to prepare the data for migration.

Qualifications & Expertise:

  • Provides vision and strategy for all data management initiatives as data strategist and advisor, steward for data quality, advocate for data sharing, and developer of new data products.
  • Ensures data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of the agency.
  • Establishes and maintains data policies and standards to improve how the agency collects, uses, secures, and publishes data.
  • Works with executives, IT developers, and data users to achieve data accuracy and process requirements for all internal and external customers.
  • Through supervision of business intelligence analyst(s):
  • Develops dashboards and reporting capabilities that measure agency performance (via targets and metrics) and support day-to-day monitoring of business processes; 
  • Monitor, identify, and prioritize operational risk factors; and
  • Recommends data-driven strategies to improve organizational efficiency and effectiveness.
  • Participates in business process management activities that create, modify, and retire data.
  • Represents the agency on citywide data management efforts and vendor relationships.
  • Establishes data archiving strategies across the agency.
  • Establishes an internal data council group that provides guidelines and recommendations on business requirements, practices, and compliance to ensure organization business strategy, regulatory compliance, and other requirements are met.
  • Educates agency members on data management concepts, appropriate usage of data, data quality concepts, agency decision-support concepts, data vendor capabilities, definition and appropriateness of data management, rules on data access, and other data-related matters.
  • Establishes and maintains optimal coordination, communication, and liaison structure among key system offices, institutions, and external stakeholders.

  • 16 years of 16+ years of IT experience with applied knowledge of data management, including data management within COTS and legacy applications
  • 22 years of Masters degree in IT or related field or equivalent experience
  • 5 years of 5+ years operations or operational system maintenance experience.
  • 12 years of Experience ensuring sound integration, data, security, & business architecture design throughout all stages within the platform/ capability lifecycle
  • 12 years of Experience planning, design, deployment assessment and evolution of an IT Architecture containing so called Intelligence components
  • 12 years of cont. (Data Population Architecture, Data Storage/Data Management, and Data Access Architecture)
  • 14 years of Support the process of determining the technical architecture, the integration architecture, data architecture, and data strategy respectively
  • 12 years of Fluent in English, excellent written and oral communication
  • 16 years of Overall IT experience
  • 14 years of Experience with SQL Server, data warehouses, and statistical data presentation
  • 12 years of Experience and technical knowledge in latest information technology tools that collect, track, secure, and display data.
  • 12 years of Experience and technical knowledge including commercially available, government supplied, and custom-developed applications
  • 8 years of Strong project management skills to effectively meet strategic and tactical goals including planning and decision-making, identifying priorities,
  • 12 years of Exhibit strong knowledge of large databases, data warehousing environments and be familiar with full life cycle software development processes
  • 12 years of Exhibit strong knowledge of large databases as they pertain to data movement and data integration
