Our client is seeking Business Analysis (BA) services required to support the Department of Motor Vehicles (“DMV”) in issuing a Request for Information (RFI) that will be used to inform the direction of the Commercial Vehicle ePermitting project. The intent is to implement an electronic permitting system to enable customers to apply and pay for Oversize/Overweight Commercial Vehicle permits online. This will replace largely paper-based permit processes. The RFI will provide prospective respondents with information regarding the business needs, and assist the State in determining if identified needs can be met cost-effectively, and if identified needs can be met by available software/hardware COTS (Commercial off the Shelf) or Software as a Service (SaaS) alternatives.

The Business Analyst role will be to:

• Meet with the State to gather current and future business requirements.
• Ensure timely and successful completion of an RFI

REQUIREMENTS:
Demonstrated, strong elicitation skills

• Expertise in remote facilitation
• Deep familiarity with Azure DevOps for requirements management
  Demonstrated ability to perform work independently in a self-directed manner
• The Business Analyst should understand and follow business analysis methodologies that are consistent with the iiBA Business Analysis Body of Knowledge (BABOK) Guide and Agile/SCRUM processes.

The BA shall work independently and be responsible to:

• Approver or designated proxy.
• Elicit and document the current and future business requirements in user story format
• Maintain the requirements traceability matrix (RTM) via ADO
  Capture and document workflows
• Execute an applicable RFI template accepted by the PM
