This specialist is recognized as a Solutions Architect for Michigan’s Human Resource Management Network (HRMN).  HRMN is a complex statewide network integrating technologies across multiple platforms and disciplines. This position will serve as the technical expert on orchestrating the placement and interaction of IT systems and components, to meet the agency business requirements, while also satisfying the often-conflicting requirements of sustainability, cost control, standardization, security, compliance, and strategic alignment to support HRMN.
 
This specialist must be able to function with minimal direct supervision.  This position requires a high level of communication and coordination with HRMN program managers, departmental managers with partner agencies and DTMB project and technology oversight groups.

HRMN Solutions Architect Duties
· Provide technical architecture expertise as it relates to the integration of systems, security, middleware,
services, database design, hardware/server, and tools, to IT project business and technical requirement
sessions and for system implementation.
· Lead and coordinate with other technical resources in the overall system design, implementation, and
integration of systems with other existing systems/technologies/data sources on multiple platforms within
the agency, across multiple state agencies, DTMB Bureau of Strategic Policy and Enterprise Architecture
and with multiple vendors.
· Develop strategic goals required to ensure that the overall architecture is in compliance with the DTMB
Strategic Plan.
· Consult with system designers on proper system design and use of enterprise architecture components.
· Compile or design hardware and software architectural models of current and proposed systems across the
client enterprise for use internally and in conjunction with third party technology partners. The models are
of two types:
· Enterprise Models that depict the entire client enterprise and its inter-relationships internally and with the
state enterprise architecture.
· Reference Models that depict recommended & approved technologies & designs, which can serve as a
template for future projects.
· Perform architecture design reviews across the organization.
· Define, implement, and maintain the IT technical architecture design methodology and best practices.
· Lead the effort towards Service Oriented Architecture (SOA) development and implementation.
· Survey external emerging developments, and evangelize new technologies, standards and methodologies
that will have a positive impact on the quality of Michigan Civil Service Commission systems and services.
· Ensure the implementation of security standards in system architectures and designs. Be familiar with,
provide research, documentation, and input (when applicable) to Enterprise Security standards.

 

Plan, develop and administer architecture design related policies and procedures to promote high quality,
accuracy and usable system designs.
· Provide technical leadership, guidance and direction to Application Architects, Database
Administrators, Programmer/Analyst(s) supporting system design, database architecture and
design and overall architecture functions in client agencies. Perform technical requirements
analysis for client enterprise level middleware, services, database, hardware components and
objects.
· Oversee the design, development and testing of client enterprise level components, API’s and
related databases.
· Oversee and approve the development and changes to the architecture to ensure proper
execution of the design.
· Provide technical support to application designers in the use of the architecture environment.
· Provide “practical” technical solutions to the development team to solve complex development
problems.
· Chair appropriate change control boards.
· Oversee the development of testing plans, scenarios, and test data to ensure compliance and fit
with the overall architecture.
· Manage architecture components and documentation versions using the established
configuration management process and tools.
· Manage associated projects to develop client enterprise level architecture components and
objects.
· Review the security and account administration services.

Act as the DTMB/HRMN IT Architect on statewide and client enterprise application integration
projects.
· Act as liaison to DTMB Enterprise Architecture, Office of Enterprise Security and Bureau of
Strategic Policy.
· Direct the use of EA Solution Patterns and Reference Models with existing and proposed
solutions within the area of responsibility.
· Develop/design the integration processes/objects/framework that can be leveraged for an IT
solution
· Develop and monitor defect tracking logs and facilitate problem resolution
· Design scripts and coordinate application peer testing, load testing and system integration
testing
· Develop plans and coordinate implementation of tool upgrades.
· Monitors long term IT solution trends and recommends IT solutions to alleviate persistent
problems
· Provide input to procedures and ensure proper change management for all requested fixes to
production systems
· Serve as Agency Services liaison to outside consultants who are not State of Michigan
employees/users
· Gather, review and analyze potential impacts of changes and inform DTMB management and
supported client agency of impact and risk to existing IT solutions due to proposed legislation,
enhancement requests, changes in government requests, changes in governmental processes or
procedures
· Monitor HRMN Payroll jobs and IBM AIX Unix scripts in Tidal Enterprise Scheduler during payroll
processing on-call support.

· Serve as Subject Matter Expert (SME) for Tidal Enterprise Scheduler.
· Install, manage and optimally configure Tidal Enterprise Scheduler client and server software.

Manage and optimize Tidal Enterprise Scheduler databases.
· Evaluate impact of new development tools, languages, upgrades and equipment on agency
systems and make recommendations to DTMB and/or agency clients.
· Work with vendors to integrate COTS applications with State standard solutions.
· Consult with agency clients to explain complex IT processes, DTMB standards, and solutions,
developing and maintaining an effective communication plan within DTMB and agency clients
relating to project level metrics, bureau level project reporting, etc.
· Represent DTMB Agency Services on internal/external security policy and standards review
teams.
· 2nd tier Help Desk support.
· Monitor personal queue of help desk requests.
· Solve user PC software and hardware problems and requests related to applications.
· Log Help Desk problem solutions in Help Desk Tracking tool and knowledge base (Remedy).
· Resolve issues related to the database administration such as connection errors, rollback,
management of database configuration changes and other such issues, if applicable.
· Resolve issues related to the UNIX Administration such as elevated rights, backup errors,
configuration of items such as kernel parameters, security configurations and other such issues,
if applicable.

Resolve issues related to the batch schedule administration such as aborts, dependencies,
security changes and similar issues.
· HRMN security interfaces to LDAP (TDS and DB2).
· Installation and support of BSI Tax Factory software and it’s database for HRMN’s tax calculations.
· Reverse Gear software for custom Oracle rollbacks.
· The State of Michigan’s Earnings Statement application.
· The State of Michigan’s Time and Expense application
