The Enterprise Project Management Office exists to provide end-to-end service, portfolio and project management support services to the assigned Agency(s). This includes taking an end-to-end view of the quality of IT services and being proactive in the continual improvement of service delivery.

The purpose of this work unit is to create and maintain a project management culture throughout the state government by establishing policies and strategies that ensure business-focused objectives, processes and procedures, as well as consistency in how projects and systems are planned, budgeted, managed and controlled throughout their life cycle. This work unit is comprised of project managers that provide project management consulting services to other internal and external project managers and executives, assessing the need for training and mentoring.

 

The Senior Scrum Master is responsible for implementation and oversight of scrum processes applied to operations throughout the organization and/or in specific work units. This position is responsible for coaching team members in scrum methodology, leading scrum events, and eliminating barriers to assure successful sprints. This position proactively collaborates with all stakeholders to support release planning and foster team decision-making, while facilitating collaboration between the scrum team and Product Owner.

The purpose of this position is to successfully support cross-functional scrum teams to add value efficiently through the practice of scrum events and agile principles. Resources usually spend their days:

- Coordinating and facilitating all scrum events throughout the lifecycle

- Facilitating and participating in the daily scrum

- Helping the team maintain their burndown chart

- Shielding the team from interruptions during the sprint

- Removing obstacles that affect the team

- Walking the product owner through more technical user stories

- Encouraging collaboration between the scrum team and Product Owner

 

Primary responsibility:

- Provide and communicate backlog tracking, monitor burndown charts and product metrics, forecast velocity, and oversee the flow of work related to tasks associated with each requirement (user story).

- Coordinate and facilitate all agile events making sure the team is working smoothly and every team member has tools to get their work done efficiently.

- Forecast the numbers of scrum deliverables possible in an iteration, which is based on evidence and reliable source.

- Remove product impediments while continuously negotiating with the product owner throughout the product development life cycle.

- Improve the efficiency of the development team.

- Provides continuous education to the scrum team on agile methodology.

- Manage scrum team conflicts while keeping the product on track within the agreed upon budget.

- Ensures the scrum team completes the work they commit to.

- Influences upstream, that is to upper management and leadership across the business to ensure the progress of agile transformation/journey is not interrupted.

- Coach scrum team members on agile principles.

 

Continuous sprint planning decisions based on the technology associated with the technology needed to deploy a successful product.

- Facilitation techniques are adjusted when necessary to meet the needs of the scrum team and product owner.

- Continuous negotiation decisions are needed throughout the development lifecycle.

- Remove impediments.

- Support discussions around risk decisions and mitigations for resolutions.

- Determines the latest improvements to the associated development processes as identified by the team and develops strategies to move to these newly designed improvements.

- Works in conjunction with the scrum team to determine prioritization of process changes and timeline.
