PROJECT SUMMARY:

EOHHS is seeking to hire an IT Project Manager to join our collaborative Medicaid Management Information System (MMIS) team. The IT Project Manager will be responsible for managing projects across various workstreams from operations to technical solutions, instituting standards and compliance, policy development, and audit support. The PM will work closely with internal MMIS business and technical leads, external technical teams, and vendor consultants to ensure that all project requirements, deadlines, and schedules are documented and on track. This person will serve as the primary contact for projects, risk mitigations, policy development, and documenting impediments.

The primary work location for this role will be 100 Hancock Street, Quincy MA 02171. The work schedule for this position is Monday – Friday, 9:00 AM – 5:00 PM, with flexibility available and based on operational needs. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

Detailed List of Job Duties and Responsibilities:

  • Responsible for overall coordination, status reporting and stability of project-oriented work efforts.
  • Develop project plans estimating the time, equipment, and staff requirements for current or proposed systems and projects, ensuring all projects are delivered on time within the stipulated scope and budget
  • Lead the initiation and planning of a project and ensure technical feasibility
  • Ensure resource availability and allocation
  • Develop a detailed plan to monitor and track the progress of the project
  • Coordinate with internal and external parties for the flawless execution of projects
  • Manage relationships between clients and stakeholders
  • Define business and technical priorities towards developing project requirements and policies
  • Oversee development of MMIS policies through collaboration with various teams to identify policy needs and creating drafts for leadership approval
  • Manage and monitor systems operations and resources to research, resolve, and track problems
  • Lead activities to support routine operations invoice management, budget tracking, and reporting
  • Coordinate with Business Analysis, SQA, Development, and other teams and peer managers to ensure timely and precise operations and projects
  • Institute appropriate controls to manage project scope and track changes through periodic reviews and/or evaluations
  • Prepare and distribute weekly project status reports on progress against planned, risks, and mitigation strategies
  • Develop project plans estimating the time, equipment, and staff requirements for current or proposed systems and projects
  • Monitor results against established timelines, deliverables, tasks, and associated technical specifications to mitigate project delay or failure
  • Prepare systems or program documentation including but not limited to, data flow diagrams, flow charts, file layout, input/output documentation, and project narratives
  • Effectively communicate with business teams, technical staff, and leadership across multiple disciplines to convey technical concepts in simple business terms
  • Adhere to EOHHS project management methodology, policy, and procedures, as well as quality assurance standards

Preferred Knowledge, Skills and Abilities:

  • Five (5) years of experience in IT project management with a capability of managing complex, cross-functional IT projects; experience working in a Project Portfolio Management environment a plus
  • Two (2) years of related experience in a supervisory capacity managing a small to medium sized team in a large IT enterprise environment
  • Proven experience with Agile and Waterfall Methodologies, with experience in Jira desired
  • Hands-on experience with ORACLE software and databases, SQL, and Oracle SQL Developer
  • Strong technical knowledge in C, C++, Java, .NET, IBM Test Manager, HP Load Runner, HP QTP, and MIP internal
  • Broad knowledge of analysis and design standards
  • Advanced experience in Microsoft Office (Excel, Word, Visio, PowerPoint, and Project)
  • Methodical and detail-orientated to support invoice management, budget tracking, and reporting
  • Strong analytical skills, with the ability to independently analyze document findings and recommend solutions
  • Creative problem-solving and critical thinking skills
  • Exceptional time management skills, with the ability to effectively delegate and multi-task
  • Proven conflict management and managerial skills; decision-making and negotiation skills
  • Excellent verbal and written communication skills; presentation and policy writing skills
  • Ability to collaboratively work with technical and non-technical staff, as well as upper management

Education and Certifications:

  • Bachelor’s Degree in Information Systems, Computer Science, Business Administration, or other related field, or equivalent work experience
  • Project Management Professional (PMP) Certificate a plus
