Term: The anticipated term of this engagement is May 1, 2023 – November 30, 2023. This project may be extended for up to an additional 6 months, with thirty days’ notice.  

Telework: This project is considered a hybrid. Unless otherwise specified, all work may be performed remotely but done so in accordance with DDS’s telework policy.  The consultant must be able to commute to the office in Hartford, Connecticut at least once per week as needed.  The Department reserves the right to request the contractor meet in person for any meeting it feels is appropriate.  The Department reserves the right to deny, or revoke telework at any time without cause.  

Connecticut’s Department of Developmental Services (“CT DDS” or “Department”) is seeking three highly experienced business analysts to assist the Department with analysis, research, interface mapping and business requirement activities associated with a federally funded care/case management modernization project. 

The successful bidder will assist DDS with the rapid confirmation of business needs and end user experience priorities: including identify, document, and assess relevant systems currently in use by other states; identify, and assess re-usability of artifacts from past case management projects undertaken by DDS, and gather and document stakeholder and end user requirements for the current modernization of the care/case management project.  The ideal resource will have experience engaging both internally and externally to gather, analyze and document requirements of various types, packaging those requirements into usable formats and managing implementation of those requirements throughout the development process for Developmental Services Agencies or Health and Human Services Agencies with a similar modernization initiative or with Case Management Systems.

Request for Services

The successful bidder will assist DDS with the rapid confirmation of business needs and end user experience priorities: including identify, document, and assess relevant systems currently in use by other states; identify, and assess re-usability of artifacts from past case management projects undertaken by DDS, and gather and document stakeholder and end user requirements for the current modernization of the care/case management project.  The ideal resource will have experience engaging both internally and externally to gather, analyze and document requirements of various types, packaging those requirements into usable formats and managing implementation of those requirements throughout the development process for Developmental Services Agencies or Health and Human Services Agencies with a similar modernization initiative or with Case Management Systems. 

The business analyst will work closely with the DDS Care/Case Modernization Project Manager and the interdisciplinary Project Team on this initiative. 

  1. Scope of Services 
  • Assist in the State Business Process Mapping and provide input into the business function prioritization within the Case Management System.   
  • Assist in the develop of State Business Process Maps and provide input into revised business functions within the Case Management System  
       
  • Conduct thorough research on case management systems implemented in other states and evaluate feasibility of adaptation to Connecticut.  
  • Identify how each evaluated case management system meets the prioritized DDS business functions, supports interoperability with DDS and Medicaid systems, and identifies integration requirements.  
  • Conduct thorough research on previous efforts within the State of Connecticut to modernize the case management systems and evaluate feasibility of re-usability of previous artifacts to the current scope of work.    
  • Assess and document candidate case management solutions with respect to the   prioritized required and optional solution features. 
  1. Preferred Qualifications 
  • Undergraduate degree or equivalent combination of education and work experience.
  • Industry Business Analysis certification a PLUS (PMI-BA, IIBA-CBAP, etc.)
  • Prior experience with the State Managed care systems, or case management systems.
  • Prior experience working with end users and stakeholders to facilitate and create business requirements for large, comprehensive or enterprise projects and migrations. 
  • Excellent meeting planning and facilitation skills (3-5 years)
  • Experience creating requirements in both a waterfall and agile environments (5-7 years)
  • Experience with software project tracking and change management tools (JIRA, Kanban, etc.) (5-7 years)
  • Experience with business intelligence (BI) tools, specifically Tableau (5-7 years)
  • Experience creating user interface (UI) mockups and wireframes (5-7 years)
  • Strong written and verbal communication skills in English (7-10 years)
  • Advanced computer skills in full Microsoft Office Suite (5-7 years)
  • Experience with SharePoint, MS Teams, and MS Planner is highly desirable (3-5 years)
