JOB DETAIL

This position is for an expert project manager responsible for managing all aspects of software development; evaluating project objectives within the parameters of budget, time and scope, managing the integration of project processes including impact analysis resulting from changes in project scope, budget or schedule, requirements gathering, develop and implements a formal risk mitigation plan, interacting with high-level stakeholders including top agency executives and vendors, and control the activities of the project team to ensure that project objectives are met.

Duties 

  • This position will work directly with Department senior executive and executive staff in the implementation of multi faceted, high visibility projects.  Daily activities will include but not be limited to:
  • Defining and guiding project scope, schedule and budget
  • Guiding project teams in the development of business cases, requirements gathering, business and technical documentation, testing and deployment planning, risk mitigation strategies and project status reporting
  • Acting as mentor to staff oriented in matrix management techniques, including negotiating with senior management on resource allocations, project responsibilities and tasking as well as mentoring and training resources as necessary
  • Communicating project status to team members as well as management including project status presentations to executives both inside and outside the Agency
  • Functioning as a facilitator to clarify business and technical requirements which cross project team boundaries
  • Identifying project risks and dependencies and providing implementation alternatives to mitigate project risk related to scope, schedule and budget

  • Plans, organizes and integrates cross-functional information technology projects that are significant in scope and impact.

Requirements 

  • This is an 100% Onsite
  • 60 Months of active PMP certification through PMI (must be current)
  • 84 months of experience in developing and managing formal project schedules in a project tracking tool, such as Microsoft Project, including tracking progress and variances against baselines utilizing both Waterfall, Agile and Hybrid methodologies; using standard PM techniques (e.g., scrum sessions) to update project schedule; and presenting schedule/status updates to both ITS and client agency’s leaderships.
  • 48 months of experience in managing COTS software implementation projects and/or in-house application development (SDLC) projects.
  • 84 months experience developing, writing and managing detailed Scope Document, reviewing project deliverables and managing the deliverables acceptance process and using the project scope and deliverable management process to manage the project change request process.
  • 84 months experience with project quality planning, quality assurance, end-to-end system testing, quality control, user acceptance testing (UAT) defect and metrics management, and quality governance
  • 24 months of experience in managing and leading IT projects for US Government agencies
  • 84 months of experience in project status reporting to all levels of stakeholders, executives, management and project resource teams.
