This position will be in support of the NYS Tax Modernization Program. This program will encompass multiple projects to modernize legacy systems within the NYS Department of Taxation and Finance, which is responsible for billions in state revenue. Some of the major areas under modernization include:
- Collections and Accounts Receivable
- Taxpayer Accounting
- Withholding Tax Returns Processing
Duties
- Responsible for guiding the technical design for new development and system enhancements.
- Responsible for coordinating the technical solutions among various technical support groups.
- Presentations of technical solutions to management and technical support areas.
- Responsible for implementing technical solutions.
- Guiding requirements gathering sessions.
- Guiding the analysis of requirements and system design work.
- Development of technical design documents and program specifications.
- Coding, unit and integration testing of programming assignments.
- Coordinate the migration of all code changes (programs, procedures, etc.) from development environment into user test environment.
- Writing and tuning SQL.
- Technical Support of user testing efforts.
- Performance tuning of new and existing applications.
- Production support tasks including analysis of issue, propose and implement solutions.
- Mentoring of less experienced staff would be required.

- Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs multi-leveled architecture or component interactions of a large scale software system.

- 84 months experience with Java programming in an IBM Environment development using IDE of IBM’s Rational Application Developer (RAD) that are built with WebSphere Application Server (WAS).
- 84 months experience with XML, J2EE technologies Servlets, JavaScript, EJB, JDBC, JNDI, MQ series, JMS, CTG, JSP, XML, BPEL, SOA, XSD, XPATH, JDOM and SCA.
- 84 months experience with a Government Taxation organization, which includes business knowledge, technical design, development, maintenance and end user support of complex Tax Return processing.
- 84 months of IBM DB2 experience working with databases that process millions of rows annually and experience with XML schemas (definition and automated generation).
- 84 months of experience working with IBM EAD4J, JADE frameworks.
- 84 months experience in designing, implementing and supporting enterprise level SOA platform encompassing using WebSphere Integration Developer (WID) that are built with IBM WebSphere Process Server (WPS), WebSphere Application Server (WAS).
- 60 months of IBM MQ Series experience.
- 60 months of system analysis and design experience for multi-tiered transactional systems.
- 48 months of experience writing technical design specification documents for multifaceted component-based systems.
