JOB DETAIL

Senior Business Solutions Analyst: The Senior Business Solutions Analyst shall report to the Application Development Manager or

designee. The Senior Business Solutions Analyst works with the Application Management Services team, subject matter experts, stakeholders,

vendors, and development team on training plans and documentation, including identifying change management elements, for the delivery of software changes and/or enhancements. Responsibilities and tasks for the most complex and project-type development and enhancements are listed below:

a. Senior Business Solution Analyst participates in requirements and design reviews to ensure the documented requirements and design are complete, unambiguous, and understood.

b. Document change management and/or training needs and requirements

c. Plan for and participate in executing training plans.

d. Coordinate meetings with stakeholders, SMEs, and User Project Managers

e. Work with the Release PM and development teams to ensure timelines are met.

f. Participate in Project/ Release Plans.

g. Work with team members and SMEs to track progress and adjust assignments.

h. Support onboarding of new team members and SMEs.

i. Mentor and train, as required, new and existing team members.

j. Analyze and assess decision-making factors such as strategic alignment, cost/benefit, and risk.

k. Work closely with the PM to define a product approach to meet the specified user need.

l. Define skill requirements and map internal, agency, and external resources.

m. Work with the agency to ensure they have the budget to cover the proposed approach.

n. Analyze and map the risk and propose mitigation solutions.

o. Recommend action against the analysis completed.

p. Ensure enhanced processes and services are technically, operationally, and legally supported by analyzing and compiling business requirements and solidifying successful implementation; strengthening risk mitigation techniques and improving process efficiencies while meeting stringent regulatory requirements.

q. Develop, coordinate, and implement methodology and scope for multiple complex projects.

r. Create enhanced functional job aides and user guides for Flare/Madcap software.

s. Perform requirements analysis, documentation, and quality assurance for each task.

 

I. MANDATORY CONTRACTOR QUALIFICATIONS

The Contractor shall possess the following mandatory qualifications (MQ):

1. A minimum of five (5) years’ experience working on engagements of similar size and scope as described in this Agreement with Government

programs/entities. Experience must have been obtained within the last ten (10) years.

2. A minimum of five (5) years’ experience working on engagements of similar size and scope as described in this Agreement with State of California Departments or Agencies.

3. A minimum of five (5) years’ experience supporting IT activities for a Public Sector Operation.
