1.     Business Analysis: 7 years' experience in requirements definition and change guidance.
2.    Vendor Management: 5-7 years in third-party application oversight.
3.    Prototyping: 7 years creating application prototypes and wireframes.
4.    Data Analysis: 7 years analyzing enterprise data elements and relationships.
5.    Gap Analysis: 7 years performing "As-Is/To-Be" analysis for large applications.
6.    Certifications: Current certification(s) in product ownership, analysis, or project management.
7.    Communication: Strong communication, leadership, and liaison skills.
8.    Testing Coordination: Experience in coordinating/testing solutions and issue tracking.
9.    Tool Proficiency: Skilled in using tools for workflows, wireframes, and gap analysis.
10.    Public Agency Experience: Familiarity with public agency settings.
11.    Education: College degree or equivalent technical study.
 
•    Act as a liaison between business users, internal project teams and third-party vendors; work independently and as part of the team, managing time and resources to meet assigned deadlines.
•    Define/review business requirements to capture business needs and guide new change initiatives.
•    Demonstrate knowledge of formal requirements gathering methodologies, such as facilitated workshops and small group user sessions.
•    Coordinate, document testing progress and issue tracking; perform validation of solutions which align requirements specifications with desired product deliverables. Participate in testing as needed.
•    Be proficient in using tools and creating artifacts for process/workflows, wireframes, screen mock-ups, gap analysis, etc.
•    Demonstrate strong communication with excellent oral and written skills, strong meeting leadership and work session facilitation skills; collaborate with supporting resources across business and/or functional lines.
