Primary Work:
This position will be working with the Florida Department of Environmental Protection's (DEP) Division of Administrative Services staff to analyze, design, communicate, facilitate, and integrate DEP's applications, processes, and procedures with the statewide Planning, Accounting, and Ledger Management (PALM) solution. PALM is replacing the State of Florida's current accounting system with an integrated, enterprise financial management solution (FMS) that will allow the State to organize, define, and standardize its financial management processes.” (https://myfloridacfo.com/FloridaPALM/)

Education:
Bachelor's or Master's Degree in Computer Science, Information Systems, Business Administration, Finance, Accounting or other related field. Or equivalent work experience.

Required Knowledge, Skills & Abilities (KSAs):
•8+ years' experience with business requirements analysis, business process modeling/mapping, methodology development, and data modeling.
•5+ years' experience overseeing the design, development, and implementation of software and hardware solutions, systems, or products.
•2+ years' experience in organizational change management that includes documentation of change management planning, communicating change to stakeholders, providing support during the transition, and monitoring the progress of the change implementation.
•Experience with financial analysis, including the ability to apply complex accounting principles, a working knowledge of accounting processes, procedures, and internal controls.
•Experience with analyzing data for use in report software, spreadsheets, graphs, and flowcharts.
•Experience working within a structured Project Management environment.
•Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications.
•Ability to establish and maintain effective working relationships with others.
•Ability to work independently.
•Ability to determine work priorities and ensure proper completion of work assignments.
•Ability to work well under pressure and meet deadlines without sacrificing quality.
•Excellent interpersonal, collaborative, oral and written communication skills.

Preferred Knowledge, Skills & Abilities (KSAs):
•Certification(s) from the IIBA (International Institute of Business Analysis), based on the BABOK (Business Analysis Body of Knowledge).
•Experience with standard principles of accounting, such as GAAP or International Financial Reporting Standards
•Experience using the Florida Accounting and Information Resource (FLAIR) system or other enterprise accounting systems.
•Knowledge of various facilitation techniques to elicit business requirements and drive customer communications.
•Experience with Oracle PL/SQL and/or PHP.
•Experience with UML (Unified Modelling Language).
•Familiarity with Agile development, specifically Scrum, Extreme Programming (XP) and Kanban.
