Candidates must have at least 10 years working in Information Technology which will include the following specific experience:        

At least five (5) years of experience working on an agile software development project(s) in the last ten (10) years in the role of scrum master, project manager, Agile coach, and/or Agile trainer.

 

•             At least three (3) years of training others in Agile methodologies.

•             At least three (3) years of experience in the last five (5) years performing

•             Agile coaching.

•             At least three (3) years of experience using either scrum or a scaled agile

•             framework (e.g., DAD, LeSS, SAFe, etc.) to develop or implement a system.

•             Must have an agile coaching certification from an industry-recognized agile coaching

 

Certification program such as:

•             Scrum Alliance: Certified Agile Coach (CAC)

•             Scrum Alliance: Certified Enterprise Coach (CEC)

•             Scrum Alliance: Certified Team Coach (CTC)

•             SCRUM study: Certified Agile Coach (SCAC) or

•             International Consortium for Agile (ICAgile) 

•             Certified Professional: 

•             Agile Coaching

•             Other Agile Coach Certificates will be considered.

 

And at least one (1) of the following certifications:

•             Certified Scrum Trainer (CST)

•             Certified Agile Leadership 1

•             Certified Scrum Developer Track

•             PMI Agile Certified Practitioner (PMI-ACP)

•             SCRUM study Scrum Master Certified (SMC)

•             SCRUM study Agile Master (SAMC)

•             SCRUM study Certified Trainer (SCT)

•             Expert Scrum Master Certified (ESMC)

•             Scaled Scrum Master Certified (SSMC)

•             Other Agile and/or Scrum Certificates will be considered.

 

Desirable Qualifications:

•             Three (3) years experience within the last seven (7) years leading SAFe agile

•             development efforts with California State government IT system implementations.

•             Three (3) years’ experience within the last seven (7) years performing SAFe agile

•             development involving cloud-based IT.

•             Two (2) years experience within the last seven (7) years using Azure Dev Ops for

•             software development (i.e., testing automation, continuous integration,

•             continuous delivery, requirements management, and traceability, team

•             configuration, sprint configuration, etc.)

•             Three (3) years experience in the last seven (7) years with project management

•             approaches, tools, and phases of the CDT Project Approval Lifecycle.

•             Two (2) years experience within the past five (5) years using estimating models

•             (e.g., Fibonacci estimating, scrum poker, status, etc.) for large or complex agile

•             development projects similar in size and scope to the CARS project.

•             Two (2) years experience in a field related to California campaign finance,

•             lobbying, and electronic filing information and requirements.
