Rolesponsibilities
Under the general supervision of IT Leadership, this position provides project management and leadership services for IT-based, cross-division and agency-wide projects. This position is also responsible for providing business analysis and engagement services in the planning, development, testing and implementation phases of projects. Position functions include independent responsibility for developing project plans, solutions, negotiating project charters with appropriate stakeholders, applying new technology effectively, and providing delivery of solutions for in-house developed, software as a service, infrastructure and commercial off-the-shelf offerings. Additionally, the position is responsible for providing direction and mentoring to teams in performing those duties. This position assists and advises bureau management on priorities, budget issues, training, and customer service issues. The position contributes to development and implementation of bureau policies, procedures, standards and guidelines. This position also provides consulting services for ongoing evaluation of DFI’s processes in regards to project management, application development, quality assurance and business analysis to increase productivity, quality and improve customer service.
Required Skills
At least 8-9 years' experience in the following:
1. 8+ years of Project Management Experience
2. Experience of Agile- Scrum
3. Experience in creating project boards and dashboards in JIRA
4. Experience in all Scrum Artifacts and Ceremonies
5. Scrum Master Certification Preferred
6. Experience in Waterfall methodology
7. Knowledge of PMI framework and methodologies.
8. Knowledge of business analysis processes
9. Knowledge of business engagement and business relationship management practices.
10. Knowledge of application design and development tools and processes.
11. Knowledge of RFP / RFI development and processes.
12. Ability to create project charters, status reports and work breakdown structures.
13. Ability to simultaneously and effectively manage a variety of projects and efforts of
14. various sizes.
15. Ability to contribute to a project management office capabilities.
16. Ability to lead and coordinate a small to medium sized team.
17. Ability to create project schedules and milestones.
18. Ability to conduct training, knowledge transfer and informational sessions.
19. Ability to communicate, both verbal and written, effectively.
20. Ability to analyze problems, identify alternative solutions, project consequences or proposed actions and implement recommendations in support of goals.
