JOB DETAIL

Duties include but are not limited to all the following tasks and/or outcomes:

  • Assist Program Director in establishing the HR Digital Transformation program office
  • Draft the business case for the project
  • Facilitate communication efforts to gain buy-in from State Executive Leaders and Legislative bodies
  • Design a comprehensive strategy and identify objectives to achieve an overall successful outcome,
  • Assist in designing a change communication strategy and serve as a champion for the project
  • develop project timelines necessary to achieve the desired outcomes
  • ensure the project is in scope, on-time and within budget,
  • determine appropriate staffing resources for the project and deployment of resources,
  • recommend operations and maintenance resource staffing levels,
  • centralized, consistent goals and direction for the core project team,
  • assist with effective program and project change management, communication and training planning and execution
  • milestones and deliverables are identified, achieved, accurate and in line with the project plan,
  • project status is regularly, accurately and timely communicated,
  • solution proposal and resolution of complex issues,
  • issues and risks are identified early, escalated and resolved,
  • customer and stakeholder needs and expectations are fulfilled,
  • ensures the solution meets requirements, regulations, specifications and fulfills its intended purpose,
  • continuous monitoring and evaluation from inception to completion, and
  • support the team on the development of the HR RFP(s)
  • assist in development, review and support facilitation of the evaluation process for the HCM competitive evaluation
  • Review implementation service provider deliverables to help ensure consistency with SOW and state expectation
  • Support OSHR Programs as requested and ensure project/program integrations as necessary
  • Develop documentation in support of OSHR Programs and processes where identified as necessary to understand the \"As Is\" and \"To Be\" processes and for consideration in communication, training and change management
  • Support special projects as designated by OSHR specifically as it relates directly or indirectly to the HR Digital Transformation Program

 

The selected candidate must possess proven experience as follows:

  • Project management experience that meets the needs of a large complex entity,
  • State Government ERP project management experience,
  • State Government HR business process knowledge
  • Knowledge of SAP ERP on-premise HR-Payroll or similar ERP
  • Experience implementing cloud HCM solutions, preferably from at least 2 different vendors
  • Experienced and successful at project planning, controlling and closing,
  • Effective stakeholder coordination and consensus building,
  • Efficient constraint resolution,
  • Productive agency and executive communication and negotiation skills,
  • Full lifecycle project oversight,
  • Staff supervision and training
  • Project implementation meets intended requirements and specifications,
  • Project implementation meets operational needs of users and stakeholders
