Mandatory Qualifications:
- MQ1: The Senior Project Manager (PM) must possess a bachelor's degree from an accredited college or university. Additional qualifying experience may be substituted for the bachelor’s degree on a year-for-year basis. Four (4) years of experience can be substituted for a bachelor's degree. The substituted experience must be in addition to the required years of experience. Example: If the experience requirement is five (5) years, and the individual is substituting four (4) years of experience in lieu of a bachelor's degree, a total of nine (9) years of must be submitted to claim this qualification.
- MQ2: The Senior PM must have a minimum of five (5) years of full-time equivalent experience (FTE) as a Senior Project Manager in the past ten (10) years. Of the five (5) years, the Senior PM must have three (3) years of FTE experience managing a Salesforce SaaS implementation project with a budget equal to or greater than $10 million, including legacy data cleansing and migration, and supporting public users.
- A Senior Project Manager is expected to prepare and implement a Project Implementation Plan, create and maintain a detailed project schedule and maintain oversight of all project personnel activities to successfully implement the project on schedule and within the project budget. In addition, the Senior Project Manager shall identify and maintain a log for project risks, issues, and change requests, prepare and implement the communication plan, and lead the project's organization change management activities.
- MQ3: The Senior Project Manager (SPM) must have a minimum of one (1) year of FTE experience as a SPM on a Salesforce Public Sector Solution implementation project.
- MQ4: The Senior Project Manager must be certified as a Project Manager Professional (PMP) by the Project Management Institute (PMI) and also be certified by the Scrum Alliance as a Certified Scrum Master (CSM) or the Scaled Agile Framework (SAF) Scrum Master certification. The certifications must be active and not expire by the time of proposal submission. The bidder shall submit a copy of the PMP and Scrum Master certificates with the proposal.
Desirable Qualifications:
- DQ1: The Senior Project Manager must be certified as a Project Portfolio Management Professional (PfMP) by the Project Management Institute (PMI). The certifications must be active and not expire by the time of proposal submission. The bidder shall submit a copy of the PfMP with the proposal.
- DQ2: The Senior Project Manager has a certification as a Salesforce Advance Administrator or as a Salesforce Administrator. The bidder shall submit a copy the certificate(s) with the proposal.
- DQ3: The Senior Project Manager (PM) has a minimum of one (1) year of FTE experience within the last 10 years implementing Salesforce. The application system must be for a state, county or city government with a population greater than 1,000,000 people. Bidder will receive five (5) points per year up to (5) years of satisfactory Project Manager experience. (5 years exp. required)
- DQ4: The Senior Project Manager (PM) has a minimum of one (1) year of FTE experience within the last 10 years implementing Salesforce. Bidder will receive five (5) points per year up to (5) years of Salesforce Project Manager experience. (5 years exp. required)
- DQ5: The Senior Project Manager (PM) has a minimum of one (1) year of FTE experience within the last 10 years implementing a Salesforce Public Sector Solutions project. The bidder will receive eight decimal three (8.3) points per year up to three (3) years of Project Manager experience. (3 years exp. required)
- DQ6: The Senior Project Manager (PM) has a minimum of one (1) to five (5) years of FTE experience within the last 10 years managing State of CA Department's Technology Non-Delegated Implementation projects. Bidder will receive five (5) points per year up to (5) years of satisfactory Project Manager experience. (5 years of exp. required)
DQ7: The Senior Project Manager (PM) has a minimum of one (1) to five (5) years of FTE experience within the last 10 years implementing other State & Local Government projects. Bidder will receive five (5) points per year up to (5) years of satisfactory Project Manager experience. (5 years of exp. required)
