Department Requesting Resource: Codes, Products and Standards
This staffing resource will fulfill four key roles:
Technical support for local code officials around compliance and enforcement
Support for the scale up of the Community Compliance Support pilot, along with possible expansion due to DOE FOA funding
Support statewide energy code training by reviewing proposed training curricula and resources and working with contractors to ensure maximum usability and impact
Support the adoption and implementation of a statewide advanced energy code and updates to the Uniform Codes that support decarbonization

Works closely with Program Manager in developing the Program and in developing junior staff.

Primary Responsibilities, and Minimum and Preferred Qualifications:
What skills are needed to be successful in this role?
This position requires familiarity with building codes, site inspections, and plan reviews, as well as interest is policy, regulation, and community affairs.
The team is specifically looking for someone with code compliance and/or enforcement experience outside of NYC, including familiarity with the predominant building typologies outside the city and the challenges facing smaller authorities having jurisdiction upstate.
The candidate should have expertise and experience with residential energy code compliance methodologies (HERS rating, IECC Residential Energy Inspector/Plans Examiner, etc.), as well as understanding of commercial energy code compliance methodologies (IECC Commercial Plans Examiner, IECC Commercial Energy Inspector, etc.).
A successful candidate will have excellent communication skills, strong analytical skills, proven ability in project management, successful experience working with stakeholders and code practitioners, advanced knowledge of building science, and ability to develop and manage complex projects and stakeholder engagements.
Awareness of the complex social, political, and environmental issues at play in the state.
An ability to work both independently and on teams, and collaborate with internal and external stakeholders is needed.
In addition, the candidate should exhibit the following:
Ten or more years of relevant experience in building science, code enforcement, building inspections and compliance, project management, or another related field.
