Description:

The Office of Information Services (OIS) is a shared service provider for the Oregon Health Authority (OHA) and Department of Human Services (DHS). OIS provides the technology systems and services that support more than 18,000 OHA and DHS agency staff at local offices and facilities around the state. These systems and services help the two agencies determine client service program eligibility; provide medical, housing, food, and job assistance; provide addiction, mental health, vocational and rehabilitative services; protect children, seniors and people with physical and/or developmental disabilities; process claims and benefits; manage provider licensing and state hospital facilities; and promote and protect the state public health.

 

The OIS Child Welfare Development Team seeks an experienced Application Systems Analyst/Programmer 4 with expertise in developing application components to enable Child Welfare (CW) caseworkers and service providers to interact with children and families to collect required data to perform their duties across various programs to manage child safety in accordance with business rules and legislative requirements.

 

This will work towards fulfilling the Child Welfare (CW) twelve-month plan items for 2024 and 2025 which support CW Transformation strategies including data quality initiatives and the emerging transition to data-oriented decision making in CW practice.

 

Contractor’s Key Person will also work with various CW program areas and business teams to deliver strategic roadmap components to execute data modernization efforts, fulfill legislative mandates and comply with court findings.

 

Scope:

The Application Systems Analyst/Programmer will play a critical role in building and/or buying the technology that will help CW meet its business goals for long-term use of data for critical decision making. Contractor’s Key Person will provide expertise in solving user interface problems and creating solutions to improve usability, optimization, and modernization of systems for the most effective delivery of program objectives.

 

Tasks:

Contractor’s Key Person shall:

Interact with project team members including database analysts, business analysts and testing analysts through a regular Sprint planning process.

Develop application components that deliver functionality specified in minimum viable product documentation.

Comply with Federal regulations for CCWIS (Comprehensive Child Welfare Information System) design, development, deployment and maintenance.

Follow an application change request process prior to solution deployment to production environments.

 

Covendis rate card description for an Application Systems Analyst/Programmer 4:

Full-time professional work experience in Information Technology.

 

Substitutions: Accredited college training may substitute for the required work experience with a maximum substitution of four (4) years. (Fifteen (15) semester hours in Information Technology or a related area is required.)

 

Accredited graduate training in the above area may substitute for the required work experience with a maximum substitution of two (2) years.

 

Successful completion of an Information Technology Certification program may substitute for the required work experience with a maximum substitution of two (2) years. (Proof of certification must accompany application.)

 

Two (2) years of work experience as an Application Systems Analysis/Programming-Specialist; Application Systems Analysis/Programming-Intermediate; Application Developer-Senior may substitute for all of the required experience.

 

Our primary criteria are the qualifications and experience of the proposed key person. Please propose your strongest candidate at a rate less than or equal to the maximum. All proposals must be complete. Please include a detailed cost proposal for proposed deliverables consistent with the delivery and payment schedule in attached Statement of Work.

 

Interviews will be conducted via MS Teams. Interview times will reflect Pacific Standard Time.

 

Due to circumstances beyond our control, we anticipate two weeks or more for the background check completion for the selected candidate. In addition to the standard OHA/DHS background check, the selected candidate will need to pass a CJIS background check. This will likely add to the background check process timeline.

 

The selected key person could potentially telecommute, as agreed to between the Agency Authorized Representative and the key person. Any decision to allow telecommuting is made with the understanding that decision will be re-evaluated by the Agency Authorized Representative on a regular basis. The key person should be available to work onsite within a reasonable timeframe.

 

Telecommuting will be contingent upon the key person providing his/her own adequate computer, monitor(s), Internet connection, and telephone in a secure location, and be readily available during normal working hours via phone, email, or instant message. Access to Agency systems will be provided via VPN or similar software. No hardware or additional software will be provided at the key person’s home site or his/her PC.
