High Level Technical Skills/Experience Required: Project plan development, stellar organizational and time management skills, strong facilitation and communication skills, experience managing both Waterfall and Agile projects.

 

Job Description:

The NAIC Information Technology Group (ITG) is seeking a Senior Project Manager to play a crucial role in overseeing medium to complex projects and ensuring successful outcomes for their customers. Aligned to the Member Services Division, Education & Training teams, this resource will be responsible and accountable for organizing and controlling project elements from initiation through delivery.  The successful candidate will have experience in leading projects in both Waterfall and Agile frameworks.  Specific duties are listed below. 

 

Position Responsibilities:

The Senior Project Manager is responsible and accountable for facilitating and maintaining critical Project Governance processes within the Member Services Division, Education & Training team. Specifically, this role will be responsible for organizing and controlling project elements from initiation through delivery.

 

Essential Functions:

•              Build detailed project plans in conjunction with teams across impacted departments to capture tasks, dates, and resources assigned to project execution.

•              Accurately scope out length and difficulty of tasks and projects, set objectives and goals, and break down work into the tactical steps.

•              Develop schedules and task/people assignments, while anticipating and adjusting for potential roadblocks.

•              Collaborate with core team members to deliver on project deliverables/scope, capturing and documenting project dependencies, launch criteria and acceptance.

•              Perform project governance reporting in accordance with NAIC EPMO project governance process.

•              Identify, manage, and mitigate project risks that may impact cost, timeline, resources, and scope.

•              Serve as the primary contact and escalation point for project issues.

•              Communicate effectively and frequently with key cross-functional stakeholders and business owners, including preparation and facilitation of project stakeholder meetings and the creation of KPI reports.

•              Develop actual vs. forecast reporting for project monthly expenditures and resource allocations throughout the project lifecycle.

•              Facilitate regular project status meetings to discuss and coordinate deliverables with core project team.

 

Education and Skills:

•              BS/BA degree required or experience commensurate with education.

•              At least five years’ experience leading medium to complex scale projects

•              Experience with leading projects using both Waterfall and Agile methodologies.

•              Experience leading projects with an adult learning/training discipline.

•              Preferred Agile Certifications:

•              SAFe Program Consultant (SPC)

•              Certified Scrum Master (CSM)

•              Certified Product Owner (CPO)

•              Experience using multiple Portfolio and Project Management (PPM) tools (e.g., Jira, Rally, Version One, Planview, TargetProcess, Monday.com, etc.)

•              Excellent communication and people skills to collaborate effectively with leaders, teams, and third-party vendors.

•              Strong negotiation and conflict resolution skills with the ability to build consensus.

•              Strong organization and time management skills

•              Excellent verbal and written communication skills with all levels of users and management

•              Change agent not afraid to challenge the status quo with proven record of driving change through an organization at scale.

•              Ability to manage and deliver high-quality, accurate results on multiple high priority projects.
