Project Overview

The Judicial Branch Information Technology Division (ITD) develops and maintains many computer systems, including modern applications that support the court process in criminal and public safety matters. The Branch is now planning to design and implement a system for handling emergency court orders that are issued against a person who poses an imminent risk of physical injury. To support this endeavor, the Branch is seeking a Project Manager 3 to augment its senior business and technology managers and to assume a hands-on role in such areas as business analysis, requirements documentation and system testing where pertinent ITD and Court Operations resources are unavailable.

 

Scope of Work

In addition to the standard skills and experience for the Project Manager 3 job classification, applicants should meet the following qualifications:

General Experience:

  • Minimum nine (9) years of experience of managing and implementing IT projects.

Technical Competencies:

  • Manage highly complex system and project requirements requiring extensive interaction with business partners.
  • Ability to apply appropriate knowledge and techniques necessary to elicit requirements completely and accurately from business participants.
  • Participate collaboratively in business process modeling and business process improvement analysis teams.
  • Define key business processes and identify critical paths of the operations.
  • Analyze business user requests for changes; define key business processes and translate business needs into systems specifications.
  • Identify changes to scope and track requirements through implementation. Ability to handle ambiguity, use judgment to make decisions, take initiative, and apply critical thinking.
  • Schedule and facilitate meetings for planning, coordinating, and tracking the design, development, programming, and implementation of information systems.
  • Prepare design specifications, have extensive experience verifying business requirements and develop test strategies.
  • Work with the project team, propose, document, and assess technical solutions to business needs, and verify and validate moderately complex level system specifications.
  • Have proven ability to meet deadlines, set individual priorities and be an effective member of a cross-function team.
  • Excellent written and verbal communications; strong interpersonal skills and customer focus; ability to communicate at many levels with both business and technical personnel; flexibility in applying best practices from both Agile and standard development processes to meet business needs.
  • Create training materials using elicitation and facilitation techniques with all levels of the organization.
  • Identify the impact of technology on business processes.
  • Ultimate role is to ensure what's being built matches users’ needs/expectations and business processes.
