JOB DETAIL

  • Looking for a contract business analyst, Sr. to backfill one of their Sr. Client that is being pulled into (JRMS) jail and records management system, sheriffs record management system. Police Central is what they're using right now, moving to something that has a bit more behind it to support their size. Essentially an ERP system for the Sherrif's office. Need to figure out what they're going to keep, what they pass off in terms of their software capabilities. Trying to get out of one piece of software they're using.
  • Currently looking for a Sr. BA to backfill that person.
  • Other projects they'll be put on are smaller projects, primarily working within community services (all of the departments are working with the state of MN and their antiquated software) They need someone who understands older software, and how to navigate the data stored within. They'll also need to figure out how to get into the state's databases, access the data Dakota County needs, and get that back into Dakota County's systems.
  • Will need to be comfortable working in multiple areas, across multiple disciplines. Will be working with the property tax division, elections, public nurses, etc. Just about anyone who works within Dakota County, this person will work with.
  • They're pretty thin (one deep in most areas), don't really have a PM or program manager taking care of the road mapping. This person will be doing some of that.
  • Try to be agile where they can, but are more traditional waterfall than anything. Don't run sprints or anything like that.
  • Hybrid, will be working out of the office in either West St. Paul, or Hastings, whichever makes the most sense. Will start with 4 days onsite to meet with everyone and learn their systems, then move to maybe 1-2 days a week. Really only when they have a need to meet in person.
  • Red flags, if it doesn't look like there's a lot of documentation, they're out. 

Requirements:

  • Would be helpful if this BA understood SQL, while also understanding older programming languages, a lot of the state's built up in Cobol. Don't need to know Cobol, but understand the structure and high-level language of older techs like Cobol, C#, etc. to be the liaison between development and the business. Also will need to understand the data structure of older systems to work with their developers.
  • Need exceptional documentation skills
  • Looking for someone who's well rounded, can be tenacious, able to push back politely, personable, knowledgeable, not offended easily. Diplomatic.

Interview:

  • Will be looking to start interviews in the next two weeks.
  • Will start interviewing as soon as she sees the right candidate
  • 1-2 rounds, will be with herself, one of her IT managers, and the BA they'll be taking over for
  • Will need to get fingerprinted for this position
