The Executive Office of Health and Human Services, MassHealth, and The Office of Long-Term Services and Support, seeks a highly motivated Technical Project Manager to lead the efforts of the EHS Comprehensive Assessment System (e-CAS) program and work across multiple business, vendor, technical areas to ensure that the business & enterprise architectural vision and strategy is aligned with the mission of EOHHS and OLTSS.

The EHS Comprehensive Assessment System (e-CAS) is a common platform upon which multiple Assessment Tools will be implemented as required by EOHHS. It will include the Child and Adolescent Needs and Strengths (“CANS”) Tool for Phase 1; and the Uniform Core Assessment (“UCA”) Tool, and the Time-to-Task (“TTT”) Tool (collectively “Assessment Tools” or “e-CAS Assessment Tools”) on Phase 2. These Assessment Tools may be used for a variety of purposes including, but not limited to, assessing an individuals’ health and functional needs to inform clinical practice, determining clinical eligibility for certain MassHealth programs, calculating level of payment for certain MassHealth programs, and/or appropriate referrals to other MassHealth or EOHHS programs or services. Furthermore, e-CAS will include functionality for assessors to create new assessments and review assessment outcomes, and a database with multiple interfaces to enable care planning and service delivery and provide reporting for population health analytics, program and policy development, and program integrity efforts.

Job Duties and Responsibilities (including but not limited to):

•    The Technical Project Manager (TPM) will have oversight responsibility for the project and vendor teams’ activities and reporting. The TPM might have additional responsibilities including gathering technical and business requirements; developing and testing gathering system design documents, leading security, privacy, shared service team meetings; coordinating system training, piloting, and go live activities.
·        The TPM shall oversee and coordinate the efforts of the many technical teams and vendors and manage the communications with the EOHHS\EOTSS shared service teams directly. The TPM shall be responsible for the successful management of the software development life cycle and ensure the ongoing health of the eCAS program and project. The TPM will oversee and report on the progress within each stage of design, development, implementation, testing, and operational activities of the eCAS Program.
·        The TPM will be the liaison with business and technical stakeholders within MassHealth and sister agencies; helping consolidate reporting on all project status including the reporting or escalation of impediments, risk analysis, plan for mitigations and timeline to resolve.
·        The TPM will ensure the quality, timeliness, and continuity of the business eCAS Program in reviewing, approving, and signing off on all project deliverables, including but not limited to, gathering technical and business requirements; design, developing, implementation, and testing phases from system design to coordinating system training, piloting, and go live activities of the eCAS vendors.
·        The TPM will manage the coordination of the quality certification & artifacts required for the CMS Certification processes.
·        The TPM will ensure all project documentation is prepared in accordance with agency and Commonwealth standards, are stored in our internal repositories as required by our auditors and are properly version controlled via formal project change management process.
·        The TPM will be responsible for the ongoing monitoring of the service levels & support agreements of the eCAS Program according to EOHHS/EOTSS standards. The TPM will adhere and enforce all EOHHS\EOTSS policies through strong enforcement of change control processes, maintain the configuration document repository to ensure the proper Business Continuity needs of the eCAS Program.
·        The TPM will work closely with the OLTSS Business and Information Technology (IT) leadership under the direction of the eCAS Application Manager to proactively identify, develop, and drive short-term and longterm application strategies.
·        The TPM will be responsible for effectively allocating resources, prioritizing workload, monitoring system availability, staff performance, and over time acquire domain expertise in all eCAS business, application, data, and technology related matters in the proper support of the eCAS Program.
·        The TPM may be responsible for other related projects as required. The TPM will report to the MassHealth Director of Applications. The Technical Project Manager will oversee the many Project, Operational, Integration, and Documentation activities on behalf of MassHealth and IT to ensure proper compliance with outside auditors’ requirements and internal policies of EOTSS and EOHHS. The primary work location for this role will be 100 Hancock Street, Quincy, Massachusetts 02171. The work schedule for this position is Monday through Friday, 9:00AM to 5:00PM EST. This position would be expected to follow a hybrid model of reporting to work.

Education and Experience:
 
·        Bachelor’s Degree in Computer Science, Computer Information Systems, Information Management, or equivalent work experience.
·        Strong operational and project management skills, to include PMI and Agile project management experience in all software development lifecycle methodologies.
·        Strong background in full life cycle SDLC using Agile or other framework in support of the business.
·        Strong understanding of testing methodologies for functional, systems, integration, performance, UAT and security phases.
·        Able to foster a collaborative work environment and demonstrate excellent leadership skills.
·        Possess strong organizational, presentation and customer service skills.
·        Possess excellent problem-solving and team collaboration skills as required in project environments.
·        Experience in ethically maintaining the confidentiality of sensitive information or discussions.
·        Proficiency with Microsoft Office, MS Project and Visio and collaboration tools
