Minimum Qualifications

General Experience:

  • Minimum ten (10) years of experience in design, development, unit testing, and solving complex engineering problems.

Technical Competencies:

  • .NET Framework (4.6.2 and up)

Project Description

Judicial Marshals Services (JMS) is seeking a Solution Architect (database application developer) to replace and modernize the existing database front end, which currently utilizes SQL with a Microsoft Access front end. The objective of this project is to enhance data collection, dissemination, and security-related reporting capabilities while discontinuing the use of Microsoft Access as the front end.

This SOW outlines the scope of work, qualifications required and key deliverables for potential applicants.

Scope of Services

The ideal candidate must be able to contribute immediately in the following areas:

  • Needs Assessment: Conduct a comprehensive assessment of the existing database system and identify the specific requirements, functionalities, and features needed to modernize and improve it.
  • Design and Development: Design and develop a user-friendly, web-based database application with a responsive and intuitive front end to replace Microsoft Access. The application should include modules for prisoners' information, prisoner movement, prisoner transportation, security threats, incident reporting, PREA notifications, and security-related reporting.
  • Data Migration: Migrate all existing data from the current SQL database and Microsoft Access to the new database application without data loss or corruption.
  • Security: Implement robust security measures to ensure data privacy, access control, and compliance with relevant regulations and standards.
  • User Training: Provide training to JMS personnel on how to use the new database application effectively.
  • Documentation: Create comprehensive documentation that includes system architecture, data flow diagrams, user manuals, and technical guides for system administrators.
  • Testing: Assist JMS in performing rigorous testing, including unit testing, integration testing, and user acceptance testing to ensure the application's reliability and performance.
  • Maintenance and Support: Minimally, provide JMS training on how to provide on-going maintenance and support services including bug fixes, updates, and enhancements.

Timetable

A duty station will be assigned in Hartford, CT (exact location to be advised) with opportunities for remote work and a flexible work schedule between 32 and 40 hours per week. The position may be renewed periodically based upon a consultant’s performance and the availability of funding. Due to the sensitive nature of the project and potential assignments, the contractor also may be required to undergo a fingerprint- based background check and complete security awareness training.
