JOB DETAIL

The Florida Department of Health Office of Information Technology Business Automation and Information Management is seeking a Systems Analyst for an upcoming critical project. This scope of work is for the development of new and existing functionalities required to support the Florida Department of Health’s (Department) Health Management system (HMS). Contractor will provide these services to the Florida Department of Health (Department).

Responsibilities:
Contractor will perform the following tasks in the time and manner specified: 

  • Develop user requirement documents, design documents, and screen presentations based on user requirements, user input, and user feedback as directed by the Department. 
  • Provide research and analytical services for defects, enhancements, and systems as they emerge, as directed by the Department. 
  • Meet with the Department’s Program offices to collect user requirements, facilitate the development of Requirements documentation for defects, and enhancements to the HMS system as directed by the Department. 
  • Facilitate development of the HMS System requirements by using object-oriented methodology and design using the Unified Modeling Language and/or Flow Charts as directed by the Department. 
  • Develop test cases and scripts to test the application and provide support, software testing, and quality assurance to ensure that the application meets user requirements, as directed by the Department 
  • Provide work estimates, communication, and updates for Release Planning, Sprint Planning, and Daily Scrum, daily in the time indicated on the work tickets assigned by the Department, to implement system feature enhancements or additions and bug fixes. 
  • As directed by the Department, document and follow the Department’s processes and ensure compliance with Department Standards as provided by the Department. 
  • Complete job required training as assigned by the Department. Submit verification of the completion of the training as directed by the Department 


Qualifications: 
The selected Contractor must possess the following qualifications and experience: 

  • 5 years demonstrated experience with implementing Health Care Systems. 
  • 5 years demonstrated experience with the Department’s clinic management or electronic health record software. 
  • 5 years demonstrated experience writing and developing user and system requirements. 
  • 3 years demonstrated experience with Agile software development, project management, and testing practices. 
  • 5 years demonstrated experience in analysis, testing and flowcharting, and unified modeling. 
  • 5 years demonstrated experience using SQL. 
  • 5 years demonstrated experience with formal software testing. 
  • 5 years demonstrated experience with root cause analysis and troubleshooting. 
  • 1 year demonstrated experience with systems analyst project lead. 

1 year demonstrated experience with developing and mentoring analyst.
