Onsite Requirements: Onsite work IS REQUIRED in this role. The expectation is that the person will be fully onsite for an initial period as determined by the client and will then have the ability to work in a HYBRID schedule with onsite work expected on a regular basis as is mutually agreed upon by client and contractor.
Expected Weekly Hours: Contractor is expected to work 37.5 hours per week. MAKE SURE you have made this clear to your candidates and they are comfortable with this 37.5 hour work-week expectation prior to submitting them.
Schedule Flexibility: This position may occasionally require flexibility within the work week which could include a Saturday or Sunday, not to exceed a 37.5 hour workweek.

This position will report to the Director of Economic Development at the Department of Business and Economic Affairs (BEA), in collaboration with the Department of Information Technology (DoIT). The BSP is an ARPA State Fiscal Recovery Fund supported, statewide project facilitated by BEA with the purpose of creating a single access point to state government and its systems and services for members of the business community. This position will work closely with the vendor responsible for creating and implementing the BSP, as well as BEA and DoIT staff, ensuring that the project remains on schedule and that state agencies are appropriately engaged in the build out process. This Project Manager will also assist in communicating project related metrics, deadlines, data, and qualitative and quantitative successes to the project vendor, stakeholders, partners, agency staff, and potentially policymakers.
Moreover, the person in this position will oversee, create, and implement procedures and protocols designed to assure successful development and delivery of this complex business and technology project that spans most of New Hampshire’s state government, and do so in a manner that helps ensure the final product delivered by the vendor is designed for long-term sustainability.
ACCOUNTABILITIES:
Partners with BEA, DoIT, and other State of New Hampshire agencies and leaders to ensure successful delivery of the BSP project, including design, implementation, sustainability, and transferability.
In coordination with BEA staff, primarily responsible for managing this project and related communications and determines the most effective project management strategy for this project and executes accordingly.
Facilitates resolution of obstacles and issues pertaining to resource availability, decision-making, timelines, establishing priorities and any similar challenge facing this cross-agency initiative.
Initiates research and communication with the vendor, stakeholders, partners, and agency staff to identify potential internal and external services to meet business and project requirements.
Researches, develops, and recommends solutions to identified project needs or challenges.
Creates, maintains, and assesses key project milestones and benchmarks.
Provides timely analysis and feedback on project design, key features, process, and more, particularly where technology and business policies and procedures are critical success factors for the initiative.
Provides in-depth analysis of each phase and specification of the project as it relates to project health and progress toward project objectives. Presents analysis and recommendations to senior management and other project stakeholders.
Facilitates and documents project related training, information sessions, and eventually close-out activities, project retrospectives and lessons learned to provide recommendations for improvements to subsequent project planning, monitoring and control.
Researches, analyzes, develops, recommends and assists in the implementation of project management best practices, business processes, detailed business requirements and opportunities for process enhancements tailored to meet business and program requirements.
Develops planning documents and functional specifications for identified workflow improvements and system changes and interfaces with other internal and external operations.
Assesses and establishes metrics for the project that are useful to drive desired outcomes. Creates supporting procedures, processes and systems to measure, record, and communicate, metrics and related portfolio, program project data to appropriate stakeholders. Offer support and mentor project participants to assist with creation and reporting of project artifacts.
Manages invoices and overall budget for the project.
