TO Contractor Personnel shall possess the following experience and qualifications:

A. At least five (5) years of experience in the following areas:

• Software Development Life Cycle

• Configuration Management

• Risk Management

• Communication Management

• Building and Managing Project Teams

• Scheduling (WBS/Level of Estimate)

• Earned Value

• Change Management

• Quality Assurance to include the following aspects:

o Creating test plans

o Managing testing

o Organizing results

B. Possess expertise in at least four (4) of the following types of systems:

• Asset Management

• Budget Systems

• Document Management Systems

• Financial Systems

• Human Resource Systems

• Infrastructure Support

• Maintenance Management

• Management Reporting

• Procurement Systems

• Project/Program/Portfolio Management Systems

• Business Process Improvement

C. Prior experience leading efforts where SDLC, Waterfall, Agile, and Hybrid methodologies

were employed in System Design (e.g. system personalization/customization)

D. Excellent contract management, coordination and organizational skills
