JOB DETAIL

Task 1: ArcMap to ArcGIS Pro Transition  

The project involves cataloging existing DPW’s ArcMap projects, data sources, and tools,  

assessing their compatibility with ArcGIS Pro, and creating a migration plan with timelines and resource needs. Data formats will be standardized, geodatabases and symbology updated, MXD files converted, and custom scripts adjusted for ArcGIS Pro. Extensive testing will ensure data accuracy, symbology, and functionality, with workflows refined based on user feedback. Training and updated documentation will be provided, and technical support will continue after deployment. A closeout meeting will address remaining issues, with ongoing monitoring, patches and updates to ensure compatibility with future ArcGIS Pro releases.  

 

Task 1 Deliverables:   

  1. Create a detailed inventory of all ArcMap projects, data sources, and associated resources, including custom tools and extensions.  
  1. Upgrade and standardize geodatabases, symbology, and scripts to ensure full compatibility with ArcGIS Pro.  
  1. Migrate ArcGIS Pro project files that mirror the original ArcMap projects, ensuring all layers, symbology, and configurations are preserved.  
  1. Provide comprehensive training materials and workflow documentation tailored to ArcGIS Pro, ensuring users can fully leverage the platform.  
  1. Deliver a detailed report summarizing the migration process, outcomes, and any issues addressed, with recommendations for future improvements.  

  

Task 2: ArcGIS Enterprise Portal Setup and Configuration   

The project involves collaborating with stakeholders to define user needs and objectives for ArcGIS Enterprise, reviewing the existing DPW’s GIS infrastructure to identify gaps, and developing a detailed strategy for implementation. A customized ArcGIS Enterprise architecture will be designed, including Portal, Server, Data Store, and Web Adaptor, with a focus on reliability, security, and scalability. Implementation will involve preparing the environment, installing components, configuring settings, publishing GIS services, and customizing the Portal interface. ESRI applications will be integrated to enhance workflows, followed by performance testing, user training, and detailed documentation. Ongoing support will include monitoring, patches to the server, updates, and improvements based on feedback.  

 

Task 2 Deliverables:   

  1. Conduct a needs assessment and system evaluation, followed by a system architecture design document and a clear implementation plan with timelines, milestones, and resource allocation.  
  1. Set up and configure ArcGIS Enterprise, including components like Portal, Server, Data Store, and Web Adaptor, with security measures such as Single Sign-On and role-based access control.  
  1. Organize the Portal with relevant maps, layers, and applications for users, and create a customized homepage with tailored branding and UI elements to improve user experience.  
  1. Provide comprehensive installation, configuration, user, and administrator manuals to support smooth deployment and future reference.  
  1. Develop training guides for end-users and administrators, covering key features, workflows, and maintenance tasks, along with recorded training sessions for ongoing learning.  
  1. Offer post-implementation support logs detailing resolved issues, a maintenance plan for system health monitoring, and recommendations for future updates, patches or integrations.  
  1. Summarize the project outcomes, lessons learned, user feedback, and provide recommendations for further system optimization.  

  

Task 3: Coordinate System Transformation to CS13  

The project involves evaluating the current City basemap’s coordinate system in AutoCAD and spatial data to identify the steps needed for transformation to CS13. Adjustments will be determined, and AutoCAD files and spatial data formats, such as shapefiles and GeoJSON, will be converted using accurate transformation parameters and tools. Validation checks will ensure proper alignment and accuracy, with any discrepancies resolved. The entire process will be documented, including tools, assumptions, adjustments, and validation results, to provide a clear record for future reference and troubleshooting.  

 

 

 

Task 3 Deliverables:   

  • AutoCAD and spatial data (e.g., shapefiles, GeoJSON, KML) transformed to the CS13 coordinate system, fully prepared for use.  
  • A comprehensive report detailing the conversion process, tools used, parameters applied, and any necessary adjustments.  
  • A document presenting the results of accuracy assessments and validation checks, comparing original and converted coordinates.  
  • Visual representations (maps, charts, graphs) of the converted data in CS13, with optional integration into AutoCAD or GIS for client accessibility.  

  

Task 4: On-Demand Map Assistance and System Administration  

This task provides GIS mapping and system administration support to efficiently manage data, maps, and infrastructure for Public Works. Mapping support includes creating, updating, and maintaining GIS maps while ensuring compliance with industry standards and integrating data from AutoCAD. Assistance is available for specialized maps used in engineering, surveying, planning, and internal presentations, ensuring consistency, accurate labeling, and adherence to standards. Additional support includes spatial analysis and visualization, such as conducting queries, generating heat maps, and creating models to support data-driven decisions. Maps are provided in various formats, including PDF, JPG, and interactive web maps, with large-format printing support.  

 

System administration involves managing ArcGIS Server, Portal for ArcGIS, and ArcSDE databases, along with routine maintenance, backups, and performance tuning to ensure smooth operations. Support is available for user access and security management within ArcGIS Enterprise to safeguard data. Additional responsibilities include assisting with software updates, server patching, licensing compliance, and troubleshooting GIS applications. Field staff receive support for mobile GIS and offline mapping solutions. To enhance efficiency, automation efforts focus on developing Python scripts and geoprocessing tools to streamline workflows, improve mapping processes, and optimize data management.  

 

Task 4 Deliverables:   

  1. Provide on-demand assistance with GIS maps in hard copy and digital formats to ensure accurate and updated spatial data for Public Works projects. This includes base maps, thematic maps, and project-specific maps for engineering, planning, internal and external presentations.  
  1. Provide on-demand assistance with GIS analysis reports to aid data-driven decision-making. Includes spatial queries, statistical insights, and visualizations like heat maps, elevation models, and thematic analyses. Supports infrastructure planning, asset management, and project evaluations.  
  1. Provide support to ensure GIS system stability and performance with regular health checks, performance tuning, and database indexing. Document backups, system logs, and troubleshooting records while identifying issues and recommending optimizations..  
  1. Assistance in maintaining secure access to GIS data and applications by tracking user permissions, roles, and changes. Ensure compliance with security policies and support role-based access control for GIS Enterprise users.  
  1. Provide support to keep GIS software updated and secure with the latest patches and enhancements. Document version updates for ArcGIS Server, ArcGIS Pro, Portal for ArcGIS, and related applications. Ensure compatibility across GIS tools for smooth operation.  
  1. Improve efficiency with custom automation tools. Develop Python scripts and geoprocessing models to automate GIS tasks, streamline data processing, map generation, and spatial analysis, reducing manual work and enhancing accuracy.
