Must have experience to handle/resolve production issues and should be able to tackle production issues etc.

Must have good hands on in MS SQL and Postgres
Database developer role (And not purely admin)
Must have good RDBMS understanding
Must know designing concepts
Must have good hands on in query level optimization
Should have some hands on in server level optimization
Should have good understanding of index strategy
Must know database best practices
Preferably good understanding of cloud 
Must have good logical ability
