JOB DETAIL

Project Description
The Judicial Branch maintains various computer systems that are used in all the courts and other state agencies throughout the State of Connecticut. The Judicial Branch Information Technology Division (ITD) is seeking a Solution Architect to assist with system development, enhancement, integration, and documentation. Applications comprise of Windows and web-based .Net applications with a MS-SQL Server database backend.
 
Scope of Services
The ideal candidate will be able to contribute immediately in the following areas:
Assist with software development efforts as determined by the project management team.
Assist the ITD in the formulation of tactical and strategic plans.
Assist the ITD in its reconciliation of current business requirements, and modern information technology standards.
 

Minimum Qualifications
In addition to the standard skills and experience for the job class, the ideal candidate should possess the following qualifications:
 
General Experience:
Minimum ten (10) years of experience in design, development, unit testing, and solving complex engineering problems.
 
Technical Competencies:
.NET Framework (4.6.2 and up)
.NET 6 & 8
.NET MVC, Razor Pages
.NET Entity Framework
.NET WEB API
Azure Authentication (Microsoft Entra)
SQL Server (2016 and up)
Ability to write and debug complex queries (e.g., outer, self and recursive joins)
SSIS & SSRS
IIS (8.5 and up)
Azure DevOps
SQL Server Performance Skills
Optimize SQL queries (Query Execution Plans .. etc.,)
Simplify Index analysis
Resolve SQL Server deadlocks
Identify the root cause of SQL Server blockings
Bootstrap and JQuery
Messaging APIs
Understand and able to implement design patterns (Repository Pattern, etc.)
Experience on Production Support activities.

Timetable
A selected candidate may be able to join the ITD team as soon as the onboarding process is completed. A duty station will be assigned at ITD in East Hartford, with opportunities for hybrid remote work (2-days on-site and 3 days remote) and a flexible work schedule between 32 and 40 hours per week.
