1. 3-5 years of GIS experience looking at design maps and overlaying them; they should have experience with tools such as ArcGIS, QGIS, MapInfo, or Google Eerth; they use 3GIS for their systems; if they have some experience with that, that would be ideal; they would look at it on a street-by-street level;

2. Ability to do spatial data analysis; Ability to do perform data processing, spatial analysis, and geographic data visualization; they must be able to quantify the overlaps within Google Earth; they need to be able to specify this and then put it in a risk model to help them understand where they stand as it relates to potential dangers

3. Must be extremely detailed oriented; willing to take the time to look at the circuit and understand where that overlap is; they need to make sure they don’t need to go back and look at this

4. Nice to Have: Someone who has designed how you are going to build this out by understanding the PHYSICAL way this is done; someone who has put together transport design or has done cable construction work and fiber optic construction work in the field; this
