Need a candidate with strong Python experience and Oracle 19C experience

EOG has made it clear they need candidates who have current core development work with PL/SQL.   EOG will be looking for a candidate who can do the core development on applications and handle packages, procedures , etc.  Candidates MUST be able to discuss where they have done Custom Development WITHOUT using Informatica, Cognos, etc.

How long has it been since you did PL/SQL development in Oracle?

Expert in pl/sql development work experience with Oracle or any other relational db. So far the candidates I have been looking into have been lacking database design , scalability and identify challenges/issues when presented with a small code sample. Even though they knew specific db concepts like triggers, partitioning etc. I also need them to have some level of lead developer and who is able to do database design and identify performance and scalability issues. 

If they have AWS, Hadoop, informatica or big data experience, that is not a good fit for us.
We also need python development experience.

Here are the specifics our client is looking for:

1. Expert oracle PL/SQL developer (preferably worked on oracle 19c or higher version, RAC or Exadata environments)
2. Used dynamic sql, bulk collects, AWR reports, sql Profiles, partitioning, materialized views
3. Advanced Python development experience with libraries like sqlalchemy, cx_oracle etc
4. Experience with application development using REST APIs and microservices
5. Worked with JSON data and payloads
6. Tools such as GIT, VS Code, Postman
7. Willing to work hybrid schedule with 3 days in the office.
