JOB DETAIL

Project Manager Qualifications and Experience: 
1. Certification and Skills: 
• PMP Certification: The Project Manager must hold a Project Management Institute Project Manager Professional (PMP) certification. 

General Project Management Skills: Experience in monitoring and altering project schedules, ensuring milestones are met. 
Project Methodologies: 
Familiarity with various project management methodologies (Agile, Waterfall, etc.). 
• User Experience Focused: Demonstrates a user-centric approach in system development. 
• Proven Delivery: Track record of delivering projects on time with minimal non-critical defects. 
2. Onsite Availability and IT Tools Familiarity: 
• Onsite Work: Ability to work onsite at the OPI office in Helena, Montana. 

• OPI IT Tools: 
• Familiarity with OPI’s standard IT tools and operations. 
• Cross-Agency Projects: Experience managing cross-agency IT projects. 
• Vendor Oversight: Proven experience in overseeing contracted developers. 
• SABHRS Protocol: Knowledge of SABHRS interface protocol. 
• Legislative Reporting: Experience in reporting to the Legislative Finance Committee. 
• RFP Writing: Skilled in writing and evaluating Requests for Proposals (RFPs). 
3. Experience with USDA Child Nutrition Programs: 
• Experience Level: Minimum of 7 years with USDA Child Nutrition programs and 10 years at the State agency level. 
• USDA FNS Software and Policy: Experience working with USDA FNS software, vendors, policies, and personnel. 
• Business and Systems Analysis: Experience in requirements management, systems testing, data analytics, federal reporting, systems design, systems integration. 
• Continuous Improvement: Proven ability in systems and business process improvement. 
• Project Management: Skilled in managing multiple projects simultaneously. 
• Technical Training: Experience in creating technical training documentation, webinars, and live sessions. 
• Documentation: Proficient in preparing process and project documentation. 
• Grant Writing and Reporting: Experience in federal grant writing and reporting. 
• Audits and Evaluations: Knowledge in federal, state legislative, and internal audits and management evaluations. 
4. Knowledge of School Nutrition Program Processes: 
• Program-Specific Needs: Experience with the National School Lunch Program, School Breakfast Program, Fresh Fruit and Vegetable Program, and emerging programs like Summer EBT. 
• Adaptability: Ability to adapt to changes and challenges, such as those seen during the COVID years. 
5. Direct Certification Knowledge: 
• Policy Knowledge: Familiarity with SNAP, TANF, and Medicaid policy and systems. 
• Application Development: Experience in developing and maintaining online applications for free and reduced-price school meal eligibility. 
6. Grant Budget Management: 
• Budget Management: Skills in managing USDA technology grant budgets, ensuring scope delivery within budget and on time. 
• Grant Application and Reporting: Proficient in grant application and reporting. 
7. Reputation as IT Systems Expert: 
• USDA Recognition: Known by USDA staff as an IT systems expert, with invitations to demonstrate systems to other states and conduct training at national conferences.
