Background

 The Florida Department of Agriculture and Consumer Services (FDACS or Department) seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following temporary staff position Applications Development Analyst (experienced) for the Department’s Office of Agriculture Technology Services (OATS), Bureau of Application Development Services to supplement existing staff, support the planning, design, development, and implementation of a new statewide financial  management system.

The State of Florida has embarked on a multiyear endeavor to replace the current accounting and cash  management systems with a cloud-hosted, modern financial management solution. The team working on  this endeavor is the Florida PALM Team. This team is partnering with agencies to design, build, and  implement a standardized, scalable, statewide system that will enhance Florida’s business practices and  position Florida for future innovation. The candidate will perform duties to help FDACS remediate its finance and accounting applications, to successfully integrate with the new Florida PALM accounting and  cash management system.

SKILLS

A minimum of two to five years of programming/systems analysis experience.
Skills in understanding Oracle databases, forms and reports

Preferred Experience:
Ability to write complex queries and develop complex PL/SQL database objects and \ or ability to write complex queries utilizing transact SQL
ii. Knowledge of relational database design, data processing and data  

communications;
Ability to write, read, and interpret technical specifications, test cases, and software requirements

SCOPE

Applications Development Analyst Task List: Contractor, through the selected candidate, must  perform the following tasks as assigned by the Department’s Contract Manager and described in  the list below:

A. Prepare Deliverables within the timeframe specified by the Contract and/or Functional  Manager(s).  Deliverables the Contractor will be responsible for contributing to and/or producing as  they relate to the design, development, implementation, or enhancement of Oracle Form  application solutions include, but are not limited to:  

i. Work closely with customers, business analysts, and team members to understand  business requirements that drive the analysis and design of quality technical solutions.  These solutions must be aligned with business and IT strategies and comply with the  organization’s architectural standards. Involved in the full systems life cycle and is  responsible for designing, coding, testing, implementing, maintaining and supporting  applications software that is delivered on time and within budget.

ii. Makes recommendations towards the development of new code or reuse of existing code.  Responsibilities may also include participation in component and data architecture design,  performance monitoring, product evaluation and buy vs. build recommendations.

iii. Has experience in systems analysis, design and a solid understanding of development,  quality assurance and integration methodologies.

iv. Document Current (AS IS) state of technical environments 

v. Operates as a technical lead in the reengineering of existing systems.

vi. Operates as a technical lead in the design and implementation of new systems.

B. Comply with OATS Administrative Policies and Procedures by working directly with the  Department’s Contract Manager throughout the PO term.

C. Prepare ISDM or Service Delivery Framework (SDF), documentation that indicates the project  complies with OATS policies and procedures. Apprise OATS staff on ISDM or SDF information as  directed by the Department’s Contract Manager.

D. Address Project Team conflict and communication problems proactively.

E. Review required documentation evidencing the deliverable for completeness and correctness  before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of  deliverables from the Contract Manager and appropriate Stakeholders
