Provide a short description of the Project: The Business Analyst will support COVID-19 applications used for preparedness response in emergencies. The incumbent will conduct business analysis activities for various Emergency Preparedness applications undergoing updates with primary focus on Countermeasure Data Management System (CDMS) used for COVID-19 rapid test scheduling and COVID-19 vaccine administration, but also other relevant applications including Incident Management System Dashboard, Medical Emergency Response Inventory Tracking and other grant-related applications as needed
Provide a complete list of the day-to-day tasks to be performed by the Consultant:
The Business Analyst will be responsible for analyzing the business processes and documenting systems while assessing the business model of the Countermeasure Data Management System. The Business Analyst will work with Program and Internal SME staff to understand and document business needs, determine how to improve existing processes, identify the steps or tasks to support the implementation of new features, work with the developers to design the new features, analyze the impact of new features, test and document results and performs other functions and duties as assigned. Daily Tasks will include but not limited to the following:
• Work as a liaison with business and technical stakeholders to elicit, communicate and validate the requirements and policies for the Countermeasure Data Management System and other COVID-19 applications
• Work with developers, data analysts, SMEs and contractors on gap analysis and logical design
• Create the following business documentation as needed using MS Office and Visio: Business Requirements Priority Matrix, Business Requirements Document, Gap Analysis Document, Functional / Technical Specifications, Use Cases, Screen and Interface Design Document, Data Dictionaries and others as identified
• Work closely with project team members to communicate the business requirements to the technical team to develop system.
• Create and execute test scripts, scenarios and test plans to validate business requirements. Coordinate testing with QA staff as needed.

• 84 months experience as a Business Analyst working on software enhancements or new application development project(s) gathering and prioritizing business requirements with users and documenting business requirements.
• 84 months experience with analysis and documentation of complex business rules, workflow processes, and re-engineering business processes.
• 84 months experience leading meetings and facilitating requirements sessions with business/program subject matter experts including functional requirements, non-functional requirements, and security requirements.
• 84 months business analysis experience with all phases of application development including requirements analysis, design and development, testing, and maintenance of complex systems and reports
• 72 months experience with creating and developing documentation: business requirements, business and system process flows, swim lane diagrams, use cases, user interface mockups, user documentation, and technical specifications.
• 36 months experience with Visio, Balsamiq, and/or other tools for creating and maintaining process flows and wireframes.
